3 <br /> THE CITY OF <br /> 1 119111 <br /> 22 1 _11111r; �=��' CITY COUNCIL AGENDA REPORT <br /> PLEASANTON. <br /> June 20, 2023 <br /> Community Development <br /> Traffic Engineering <br /> TITLE: AUTHORIZE STAFF TO SUBMIT A FEDERAL GRANT APPLICATION TO <br /> THE UNITED STATES DEPARTMENT OF TRANSPORTATION FOR THE <br /> SAFE STREETS AND ROADS FOR ALL — PLANNING AND <br /> DEMONSTRATION GRANT, FOR UP TO $300,000 IN GRANT FUNDING <br /> SUMMARY <br /> The United States Department of Transportation (US DOT) issued a Notice of Funding <br /> Opportunity (NOFO) to solicit applications for the Safe Streets and Roads for All (SS4A) <br /> Grant. The SS4A Grant will be awarded on a competitive basis and will support <br /> agencies for planning, infrastructure implementation, and operational improvements to <br /> prevent death and serious injury on roads for all modes of transportation. <br /> Mark Thomas, Inc. is an on-call civil engineering firm for the City and has had recent <br /> successful experience securing SS4A Grants for communities similar to Pleasanton. <br /> Mark Thomas is available to assist the City in developing the required application <br /> materials for a Planning and Demonstration SS4A Grant. Staff recommends a grant <br /> application requesting up to $300,000 to develop a comprehensive transportation safety <br /> action plan that will also satisfy eligibility requirements for future federal and state <br /> transportation funding opportunities. <br /> RECOMMENDATION <br /> Staff recommends the City Council authorize staff to submit a federal grant application <br /> to the US DOT for the SS4A — Planning and Demonstration Grant for up to $300,000. <br /> FINANCIAL STATEMENT <br /> Upon City Council authorization, the City will submit an SS4A Grant application <br /> requesting up to $300,000. The grant requires a 20 percent local match; should the City <br /> be awarded the grant, up to $60,000 in City matching funds will be used for the local <br /> match. The US DOT anticipates announcing grant awards in October 2023 and <br /> executing funding agreements within 12 months of announcement. When a funding <br /> agreement is received, staff will recommend City Council approval of the agreement <br /> and authorization for any necessary budget actions including appropriation of funds <br /> necessary for local match, and amendments to revenue and expenditure budgets to <br /> account for the grant funding. <br />
