Ms. Hagen stated all events over 350 attendees required a temporary use
permit, and that the narrative excluded a daycare, meaning an amendment to the CUP would
be necessary to allow it. Commissioner Allen requested a condition outlining the specifics of
the narrative. Ms. Hagen referenced Exhibit B outlining the narrative and conditions.
Commissioner Allen expressed concern with the narrative getting lost as part of the project
record. Ms. Clark confirmed the project approvals were retained in the permanent electronic
records including the attached narrative. Commissioner Allen asked about restrictions on use
of the commercial kitchen, in addition to screening and lighting on the east side, as concerns
were expressed about screening and lighting in the public comments received from Don and
Sandee Otto.

Ms. Hagen displayed a visual and highlighted the property line, showing the dense tree
covering that encompassed the creek corridor and distance from the anticipated parking lot.
property and
inquired about heritage trees being removed, especially on Dublin Canyon Road and the
mitigation value to be paid by the developer.
