PUD-114-01M, 11300 Dublin Canyon Road Planning Commission <br />14 of 15 <br />centerline. This 20-foot setback area will be required to be designated as a permanent <br />easement in which no development is permitted on the final minor subdivision map. This <br />easement area will also include an access easement allowing for creek maintenance. The <br />Pleasant View Church and the Greek Church will be required to enter into a private <br />maintenance agreement to allow for the Greek Church to be able to access to both sides of the <br />creek for maintenance. <br /> <br />Green Building Measures <br />feet or more of conditioned space must meet a minimum Leadership in Energy & <br />Environmental Design (LEED ct <br />scorecard. The applicant has provided a preliminary project scorecard that outlines the green <br />building measures proposed for the project. Some of the green building measures and features <br />proposed as part of the project include: water efficient landscaping and reduction of water use, <br />use of recycled content materials, use of regional materials, use of low-emitting materials such <br />as adhesives and sealants, paints and coatings, and floor systems. With these measures in <br />place, the project qualifies for 48 points, therefore meeting the minimum required points. <br /> <br />Additional Assessment Reports <br />As part of the original project, a Biological Assessment Report, Health Risk Assessment <br />Report, and Noise Assessment Report were all prepared for the project. The Biological <br />Assessment Report and Health Risk Assessment Report each identified various measures <br />should be implemented to avoid impacts related to on-site biological resources and local <br />sources of air pollution (e.g., vehicles on I-580). These measures have been carried over and <br />incorporated again as conditions of approval. The Noise Assessment Report concluded the <br />interior and exterior noise exposures of the site will be within the limits of the General Plan <br />Noise Element. Since the assessment determined the noise levels would be acceptable for <br />single family homes, staff has concluded they would be acceptable to a religious facility as well <br />where the threshold is not as high. In addition, the City normally allows construction to occur <br />from 8:00 a.m. to 5:00 p.m., Monday through Friday, with Saturday construction allowed if <br />there are no nearby residents that could be affected by construction noise or activities. Since <br />there are existing residences in close proximity of the proposed project site, staff is not <br />recommending Saturday construction be allowed. <br /> <br />PUBLIC NOTICE <br />Notice of this application was sent to surrounding property owners and tenants within a <br />1,000-foot radius of the site. Staff has provided the location and noticing maps as Exhibit D for <br />reference. At the time of the report publication, staff received no comments or concerns <br />regarding the proposed project. Any additional public comments received after publication of <br />this report will be forwarded to the Commission. <br /> <br />ENVIRONMENTAL ASSESSMENT <br />The proposed project is consistent with the development density, land uses, development <br />standards and other key parameters established by the Pleasanton Municipal Code, PUD <br />Development Plan, and General Plan, which were reviewed pursuant to CEQA in a previously <br />certified and/or adopted environmental document including the Environmental Impact Report
