PUD-114-01M, 11300 Dublin Canyon Road Planning Commission <br />12 of 15 <br />finds the proposed landscape as conditioned would retain the existing rural character of the <br />area and adequately screen the proposed development from Dublin Canyon Road. <br /> <br />Table 2: Screening Plants <br />Cistus <br />Ladanifer / <br />Crimson-Spot <br />Rockrose <br />Vigorous dense upright shrub reaching <br />5 to 6 feet tall and slightly narrower than <br />wide with sticky slender lance-shaped <br />dark green leaves that are grayish on <br />the undersides and fragrant in the heat <br />of summer. <br />Ceanothus t. <br />'Skylark' / <br />California Wild <br />Lilac <br />Dense and compact, Ceanothus <br />noted for its abundant clusters of <br />cerulean blue flowers in late spring and <br />early summer reaching 4 to 6 feet tall. <br /> <br />Centranthus <br />Ruber / Red <br />Valerian <br />Centranthus ruber is a well-branched, <br />bushy, clump-forming, woody-based <br />perennial which is valued for its ability to <br />produce, often in poor soils, a showy <br />bloom of star-shaped crimson, pink or <br />white flowers from spring to frost with <br />foliage reaching up to 1.5 to 3 feet tall. <br />Grevillea <br />'Noelii'/ <br />Grevillea <br />Noel's grevillea is a dense and prickly <br />shrub with a mounding habit growing 3 <br />to 4 feet tall, 4 to 5 feet wide, with bright <br />green needle-like foliage. Flowers are <br />pink and cream, and provide colorful <br />accent value from winter into spring and <br />intermittently throughout the year. <br /> <br />Traffic and Parking <br />The Traffic Engineering Division has reviewed the project narrative and plans prepared for the <br />proposed religious facility, and has determined the proposed hours of operation, planned <br />activities and the associated number of congregants and staff would not have a significant <br />impact on existing traffic levels. Additionally, the activities for the proposed religious facility <br />would not coincide with the peak AM/PM hour traffic levels for the other uses at the subject site <br />and the surrounding area. However, should the applicant wish to increase the proposed <br />planned activ <br />Engineer would be required to assess whether a traffic study would be required and whether <br />additional payment of traffic fees and implementation of other mitigation measures would be <br />warranted. Uses that could coincide with peak AM/PM traffic, such as a preschool or daycare <br />are not permitted under the current application, and would require a separate review and <br />approval if desired in the future. <br /> <br />As part of the site improvements, the applicant is proposing to construct 121 parking spaces <br />on the subject site. No parking is allowed on Dublin Canyon Road. The Municipal Code
