LIVE ®RE
CALIFORNI COMMENT COMPILATION AND RESPONSE
C108 Section#The City Initiative
Page#
Comment:The City Initiative,(where the city can send out an RFI/RFP/RFO)whenever land is available
should be changed to include the 2010 Airport Operational and Development Policies Resolution that
explicitly states the city should only send out RFI/RFP/RFOs when there is demand and tangible evidence
to document a need.
R108 See R7
Comment noted. No specific alternative language or deletions provided.
C109 Section#The City Initiative
Page#
Comment: The proposed plan should include point #3 of the 2010 Airport Resolution, " The City
Manager, Public Works Director, and Airport manager shall take no action to solicit or encourage
development of a large scale,stand-alone air cargo operator at the Livermore Airport."
R109 See R7
Comment noted. No specific alternative language or deletions provided.
C110 Section#Development policies
Page#
Comment: The proposed plan should include point#4 of the 2010 Airport Resolution, " The City does
not intend to extend the runways"
R110 See R7
Comment noted. No specific alternative language or deletions provided.
C111 Section#Noise Impacts
Page#
Comment: The proposed plan should include and strengthen #6 of the 2010 Airport Resolution, " In
cooperation with other Tri-Valley Cities, the City of Livermore will conduct periodic noise monitoring
activities and report those activities to local elected Boards at least once a year.
Rlll Proposed changes to Resolution 2010-058 are outside the scope of this proposed Leasing and
Development Policy.
Comment noted. No specific alternative language or deletions provided.
C112 Section#Goals,Objectives,and Development Priorities( Sub heading--Environmental)and Section 3.4
Manmade and Natural Hazards
Page#
Comment: The proposed plan does not include any steps to reduce and/or prohibit the use of leaded
aviation fuel. Why?? Leaded aviation fuel causes unacceptable levels of lead in the blood of children
attending schools and/or using parks nearby. ( Refer to the five year studies by the Santa Clara County
Supervisors, the City of San Jose and Kaiser Permanente.) Santa Clara County prohibits planes of any
size who use leaded aviation fuel to land/take off and refuel at San Jose Reed Hillview Airport and San
Martin Airport in San Jose. There are several schools and parks adjacent to the Livermore Airport.
Allowing the continued use of leaded aviation fuel at the Livermore Airport poses a health risk to children
and families nearby. The continued use of leaded aviation fuel directly conflicts and is inconsistent with
section 1.2 Goals,Objectives, and Development Priorities that which states that the plan must include"
features to minimize adverse impacts to the environment".
R112 Section 1.4 states as follows: "Entities who desire to lease, construct, modem, and or renovate
aeronautical or non-aeronautical land and/or Improvements at the Airport shall comply with this Policy,
Resolution 2010-058, and any federal, State of California(State),Alameda County, or City laws, codes,
ordinances, and other applicable Legal Requirements." If a governmental agency creates a regulation
related to the use of leaded aviation fuel, then an entity proposing to develop land or improvements under
this policy would be subject to such regulation.
Comment noted. No specific alternative language or deletions provided.
Comment Compilation and Response 22
City of Livermore, Livermore Municipal Airport(06/05/2023)
