For example,the policy does not actually directly cite or use any <br /> of the criteria stated in the Resolution(e.g. determination/findings that improvement <br /> necessary to support existing demand,versus supporting expansion/increase in capacity or <br /> size of aircraft that can be accommodated). Explicit compliance with the Resolution is not <br /> called out in Section 1.4(Compliance),nor in the review procedures in Section 2.2 with <br /> respect to new leases, or Section 3.3 with respect to provision of improvements. <br /> 3. The Airport Development Policy does not address requirements for CEQA/NEPA <br /> environmental review. As noted in the preface,whether based on an individual proposal or a <br /> more comprehensive plan(as Pleasanton suggests may be appropriate), CEQA and/or NEPA <br /> review will be required for many projects, and will help provide disclosure of potential <br /> impacts through evaluation of noise, air quality,hazards and other impacts if there is a <br /> change in operations associated with a lease or improvements). <br /> 4. The Policies are unclear about what notification is to be provided to the public or other <br /> interested parties(such as the City of Pleasanton), and at what stages in the process. As <br /> written, no public notification for any lease or improvement,beyond that required for a <br /> standard City Council or planning application(if required) is noted. While we do not think it <br /> will be necessary or appropriate to require a public notice for minor changes(e.g. repair of an <br /> existing building), certain actions or approvals,particularly those that would constitute an <br /> expansion or intensification of use, may warrant additional notification or referral. <br /> Thank you for the opportunity to provide comment.
