Crime Lab truck in the parking lot late afternoon when the resident was fatally stabbed in those apartments on Owens. <br /> Just yesterday evening, there was a black male in the corner of Creekside Park sitting alone in the grass, motionless and <br /> staring out into space.There is a different black male that pops up every couple of weeks at the same park that will just <br /> stand a few feet from a bench and just stare. Both these individuals appear mentally unstable. 3 weeks ago, I was <br /> walking to the Walmart on Rosewood and going through Owens Plaza Park.There was a black male just passed out on <br /> the grass with disheveled clothes (appeared homeless). He was there when I returned from shopping at Walmart. My <br /> wife has commented multiple times she doesn't understand what has happened over the last 5-7 years with the <br /> increase in property crime, homeless individuals and mentally disturbed individuals roaming around the Hacienda <br /> Business Park area. My wife's office is located on W. Las Positas and Stoneridge.She has felt less safe these last 5-7 <br /> years walking to and from her office and while in her office. We used to feel fairly safe walking around our neighborhood <br /> at night but have avoided it the last several years.Too many shady characters who hang out in the bus stop areas, <br /> parking lot areas and open field areas after dark.Also,there's been a huge increase in graffiti issues within this <br /> neighborhood the last several years.
