} <br /> c. Represent official policies or positions of the council when designated as <br /> delegates of a legislative body; <br /> d. Explicitly state when their opinions and positions do not represent the legislative <br /> body when representing their individual opinions and positions, and not allow <br /> the inference that they do (see also Rule 13.A.Lc); and <br /> e. Have the ability to lobby or discuss issues that have been adopted by legislative <br /> bodies or are standing policies of the legislative bodies with other legislators, <br /> government officials, applicants, or other interested persons. <br /> G. Conduct with Boards and Commissions <br /> I. Councilmembers shall: <br /> a. Treat all members of boards, commissions, and committees with appreciation <br /> and respect; and <br /> b. Refrain from participation at board, commission, and committee meetings with <br /> the purpose of influencing the outcome of those meetings. <br /> 2. Rule 3.G.I.b does not apply to the Compensation Commission, Sacramento Ethics <br /> Commission, or Independent Redistricting Commission. <br /> H. Conduct with the Media <br /> I. Members shall not discuss—or go "off the record" with the media to discuss — <br /> confidential or privileged information pertaining to closed sessions, or attorney- <br /> client privileged or attorney work product communications, including personnel, <br /> litigation, or real property negotiations. <br /> 2. Providing non-confidential, non-privileged background information is acceptable. <br /> I. Ethical Conduct <br /> I. Members shall conduct themselves in accordance with the Sacramento City Code of <br /> Ethics (Sag-inlenco City Code - 4.02) including but not limited to: <br /> a. Members shall comply with the citywide nepotism policy adopted or approved <br /> by city council resolution. <br /> b. Members shall comply with the citywide whistleblower protection policy <br /> adopted or approved by city council resolution. <br /> c. Members shall receive ethics training material, as required by Assembly Bill 1234 <br /> within 30 days of taking office and at least every two years. <br /> d. Members shall receive sexual harassment training material, as required by <br /> Assembly Bills 1825 and 1661 within 30 days of taking office and at least every <br /> two years. <br /> City of Sacramento Council Rules of Procedure Page I I of 51 <br />
