t <br /> c. Treat staff professionally and refrain from publicly criticizing individual <br /> employees; <br /> d. Avoid involvement in personnel issues except during council closed sessions <br /> regarding council-appointed staff, including but not limited to the city attorney, <br /> city auditor, city clerk, city manager, city treasurer, or director of the office of <br /> public safety accountability; <br /> e. Discuss directly with the city attorney, city auditor, city clerk, city manager, city <br /> treasurer, or director of the office of public safety accountability as appropriate, <br /> any displeasure with a department or staff, and <br /> f. Request answers to questions on council agenda items from the city attorney, <br /> city auditor, city clerk, city manager, city treasurer, or director of the office of <br /> public safety accountability, department directors, or division managers prior to <br /> the meeting whenever possible. <br /> 2. General Direction <br /> a. Council requests that deal with policy issues and council requests that may be <br /> construed as direction must be directed to the city manager, except for general <br /> inquiries or questions, in which case the council may go to the department <br /> directors or key staff in the City Manager's Office. Make no promises to the public on behalf of the legislative body. <br /> F. Conduct with Other Agencies <br /> 1. Members shall: <br /> a. Project a positive image of the city when dealing with other agencies; <br /> b.
