SECTION V (Continued) <br /> Continued items shall be taken up after the "Meeting Open to the Public" portion of each <br /> meeting (see Section III.C.). <br /> I <br /> VI. PROCEDURES REGARDING PUBLiC HEARINGS AND COMMENTS BY THE PUBLIC <br /> ON OTHER AGENDA ITEMS <br /> A. Commencement: <br /> Noticed public hearings shall commence at the time specified in the notice of hearin , or as <br /> g <br /> soon thereafter as is reasonably possible, and shall continue until completed, unless continued <br /> under Section V. H. of these policies. <br /> Public comment on other agenda items shall commence when the Presiding Officer so <br /> indicates and may continue until all persons have spoken, unless continued under Section <br /> VII. G. of the policies. <br /> Any item may be continued or re-continued to any subsequent meeting by majority vote of <br /> the Council. This may be done if additional information is deemed necessary. <br /> B. Procedures <br /> The Presiding Officer shall announce the subject of the item, declare the public hearing open <br /> ^ when applicable, or ask for public comments. If necessary to assure completion of the item, <br /> the Presiding Officer may establish time limits for the presentations by individual speakers. <br /> If the public hearing is opened but continued to a date specific, the item does not have to be <br /> re-noticed. <br /> To assure due process, all agenda items other than those on the Consent Calendar shall be <br /> conducted as follows: <br /> 1. Review of Written Material/OraI Presentations <br /> a. Generally, this includes review and filing of staff reports and other written <br /> material included in the Council agenda packet. Written material from staff <br /> shall be submitted to Council in accordance with Section III. F. Members of <br /> the public are encouraged to provide any written material to the Council in <br /> advance of the Council meeting. Whenever possible Councilmembers shall <br /> try to obtain clarification or answers to questions before the meeting. <br /> b. An oral report may be presented by a City staff member. <br /> C.
