SECTION 4. Directs staff to base reductions on average usage from the same billing <br /> period from prior one to four years, as provided in Municipal Code §9.30.070. <br /> SECTION 5. Directs staff to take into consideration households which have already been <br /> conserving water when determining the application of penalties for failure to reduce usage by <br /> 15% by reviewing billing periods from the prior one to four years that might reflect lower volume <br /> usage through conservation. <br /> SECTION 6. Activates Stage 2 Water Drought Rates per the City's Master Fee Schedule <br /> to be effective June 1, 2023. Such Water Drought Rates shall apply to customers after a <br /> customer's full bi-monthly billing cycle begins on or after June 1, 2023. <br /> SECTION 7. Directs staff to apply excess use penalties if needed per Municipal Code <br /> 9.30. <br /> SECTION 8. This resolution shall become effective immediately upon its passage and <br /> adoption. <br /> SECTION 9.
