4. Alternatives Evaluation IN PROGRESS
Task 4, which includes most of the technical work to be performed during this study, is
underway. BC refined the evaluation criteria based on feedback from the Water Ad Hoc
Subcommittee and confirmed the criteria with the subcommittee in January 2023. BC
worked with the subcommittee to assign relative weights to the criteria and develop a
scoring rubric that will be used for scoring the alternatives.
Task 4 is focused on deeper technical analysis of the alternatives (e.g., groundwater
modeling to estimate long-term yield and water quality and coordination with City's
hydraulic model to estimate ability to distribute future maximum day demands) to further
scope the alternatives, score them against the evaluation criteria, and prepare
preliminary cost estimates. Once this information is developed, BC will prioritize the
alternatives and the preferred alternative will be recommended.
5. Recommendations and Report TO BE COMPLETED
BC will present potential project delivery models for design, construction, operation and
maintenance, financing, and ownership of the preferred alternative from Task 4 and
make a recommendation. BC will prepare draft and final reports summarizing the work
performed, presenting the results of the alternatives evaluation, and including an
implementation plan for the preferred alternative that includes the recommended project
delivery model, major tasks, and milestone schedule.
6. Council Meetings and Engagement IN PROGRESS
BC to attend monthly Water Ad Hoc Subcommittee meetings and coordinate with City
staff to prepare for meetings, including preparation of slides. BC to attend City Council
meetings quarterly and coordinate with City staff to prepare for meetings, including
development of slides. This task also includes support of relevant public engagement
efforts, such as addressing public comments and questions raised during subcommittee
or City Council meetings, as appropriate.
Upcoming Next Steps:
• Complete technical analysis of alternatives (June 2023)
• Score alternatives against evaluation criteria (July 2023)
• Perform sensitivity analysis (July 2023)
• Finalize cost estimates (July 2023)
• Identify preferred alternative and implementation strategy (August 2023)
• Prepare draft and final report (September 2023)
Submitted by: Fiscal Review: Approved by:
Tamara Baptista Susan Hsieh Gerry Beaudin
Interim Director of Operations Finance Director City Manager
and Water Utilities
