BACKGROUND <br /> On September 6, 2022, the City Council authorized staff to suspend the PFAS <br /> Treatment and Wells Rehabilitation Project and to further evaluate water supply <br /> alternatives for the portion of water supply currently sourced via the City's groundwater <br /> pumping quota (3,500 acre-feet/year). <br /> On October 18, 2022, the City Council established a new capital improvement project <br /> called the Water Supply Alternatives Study, allocating $363,755 from the Water Fund <br /> balance to fund a professional services agreement with Brown and Caldwell (BC) in the <br /> amount of$263,755 to perform the technical scope of services, and $100,000 for as- <br /> needed legal services associated with the project. The objective of the study is to <br /> evaluate alternatives relative to the PFAS Treatment and Wells Rehabilitation Project <br /> and recommend a preferred path forward (i.e., either continuation of the project or an <br /> alternative water supply to produce 3,500 acre-feet/year). <br /> DISCUSSION <br /> To date, BC has collected and reviewed data and information from the City and Zone 7, <br /> developed a comprehensive list of water supply alternatives, confirmed a set of <br /> evaluation criteria with the Water Ad Hoc Subcommittee, and performed initial screening <br /> of alternatives. <br /> Additionally in April 2023, BC and City staff met with Zone 7's General Manager and <br /> staff to solicit initial feedback on the shortlisted alternatives requiring partnership with <br /> Zone 7 and provided this feedback to the Water Ad Hoc Subcommittee. Following this, <br /> Zone 7's Water Resources Subcommittee provided a recommendation to be shared <br /> with the full Zone 7 Board of Directors toward Zone 7 and the City working <br /> collaboratively to explore these shared alternatives. <br /> The project progress to date is summarized below by task. <br /> 1. Project Management ONGOING <br /> BC will provide project management services including oversight of project staff, budget, <br /> and schedule. This is an ongoing task related to management of the study. <br /> 2. Information Collection and Review COMPLETED <br /> The project team has gathered and reviewed data and information from the City and <br /> Zone 7, including Zone 7's groundwater model. <br /> 3. Alternatives Development COMPLETED <br /> BC developed a list of water supply alternatives, which was reviewed and confirmed by <br /> the Water Ad Hoc Subcommittee and shared with Zone 7 for feedback. This list was <br /> intended to be comprehensive, and alternatives that were not feasible or that had <br /> greater cost and lower benefit relative to the PFAS Treatment and Well Rehabilitation <br /> Project were eliminated through an initial screening step.
