The RCS at each site is housed in a prefabricated trailer that is approximately nine feet <br /> wide, eight feet tall and 28 feet long. At the Foothill tank site, the RCS unit was placed <br /> near the existing pump station within the current parking lot. At the Sycamore tank site, <br /> the RCS unit was placed on an existing roadway turn-around (see Attachment 2). <br /> The systems were anticipated to be installed in late fall 2021 but due to the COVID-19 <br /> pandemic and supply chain issues, fabrication and delivery were delayed until spring <br /> 2022. The systems were finally installed and ready for testing in July 2022. After <br /> successful operational testing and monitoring by the vendor and designer, along with <br /> City staff, the RCS units were placed in service and have been in operation since fall <br /> 2022. <br /> Eight change orders for a total of $76,317 were issued during the construction of the <br /> project. The additional work under these change orders is described below: <br /> • Change Order No. 1 modified the mesh size of the chain link fencing from half an <br /> inch to one inch. The one-inch mesh is more commercially available and still <br /> meets the anti-climb requirement for fencing. A credit of $30,000 to the City was <br /> made for this change. <br /> • Change Order No. 2 added additional flexible connections and UV shields at the <br /> trailers' pipe support interfaces to allow for some vertical and horizontal <br /> movement. The total cost for this change was $988. <br /> • Change Order No. 3 lowered the joint trench depth at the Sycamore tank site, <br /> due to conflicts with other existing utilities. It was necessary to install the conduits <br /> for the chemical feed system at a depth of approximately seven-and-half feet. <br /> This deeper-than-planned excavation, in addition to deeper digging, required <br /> engineered shoring and deeper vault sections. The total cost for this change was <br /> $39,070. <br /> • Change Order No. 4 installed communication conduit and wires from the pump <br /> station to the radio antenna replacing a failed direct buried cable at the Foothill <br /> tank site. The total cost for these changes was $7,363. <br /> • Change Order No. 5 added prefabricated steps and handrail at both of the RCS <br /> trailers at the main access doors to provide OSHA-compliant access. After the <br /> installation of the trailers, the vertical drop at the doorway exceeded allowable <br /> distances. The total cost for this change was $3,508. <br /> • Change Order No. 6 modified the new electrical equipment main panel to <br /> accommodate a 4-wire setup requested by PG&E during the pre-installation <br /> inspection. The project specified a 3-wire setup for the main switchboard (MSB). <br /> The total cost for this change was $8,536. <br /> • Change Order No. 7 provided temporary power to facilitate RCS startup and <br /> testing during the summer when nitrification is observed. Temporary power was <br /> required to run the system while waiting for PG&E to complete energizing the <br /> new service. The total cost for this change was $4,496. <br /> • Change Order No. 8 was the final change order written on the project and <br /> included several issues that arose during construction and included: Adding <br /> chain supports for the chemical tubing in the tank access hatches, patching the <br /> rebar at the Sycamore hatch, adding installation of fittings at the Foothill tank's <br /> Page 3 of 4 <br />
