BACKGROUND <br /> This annual project consisted of the removal and replacement of 1,321 linear feet of <br /> curb and gutter, removal and replacement of 4,543 square feet of sidewalk, installation <br /> of 61 ADA pedestrian ramps (as is required by law when resurfacing a street), and <br /> removal and replacement/modification of 38 ADA pedestrian ramps significantly out of <br /> compliance with current standards (as is also required by law before resurfacing). <br /> The project was designed in-house and advertised for competitive bid, with bids due on <br /> February 23, 2022. City Council awarded a contract for $589,502 to the low bidder, <br /> Rosas Brothers Construction, on March 15, 2022, and authorized the Director of <br /> Engineering to approve change orders up to the project contingency amount of $88,425 <br /> for additional work deemed necessary during construction. Rosas Brothers Construction <br /> began work in April 2022. The work was complete to the satisfaction of the Director of <br /> Engineering last summer, but Rosa Brothers was very slow in submitting required <br /> project close-out documentation. With the paperwork now finalized, it is recommended <br /> the City Council accept the public improvement project as complete. <br /> DISCUSSION <br /> Budget <br /> Three change orders for a total of$71,677 including a balancing change order were <br /> issued during the construction of the project. The work modified by change orders <br /> included: <br /> o On Valley Avenue between Bernal Avenue and Oak Vista Way: Removed five <br /> existing asphalt median crosswalks totaling 700 square feet and replaced with 10 <br /> new concrete ADA ramps and sidewalk for $29,256. <br /> o On Woodthrush Way: The work of removing 200 linear feet of curb and gutter <br /> was withdrawn from the project for a credit of $18,000. Replacing the curb and <br /> gutter to improve drainage would not have been possible without causing <br /> significant damage to the heritage trees located within the parkway. Staff will <br /> continue to monitor the area. <br /> o Foothill Road and Canyon Way: Modified an existing porkchop island, including <br /> two ADA ramps, to accommodate a new traffic signal pole for $15,800. The traffic <br /> signal pole will be installed under a separate contract. <br /> o 401 Main Street: Removed and replaced 334 square feet of concrete, adjusted <br /> utility boxes, reset pavers and relocated a tree well for $17,900. The area <br /> affected was determined to be a potential trip hazard. <br /> o Laurel Creek Way and Stoneridge Mall Road: Installed a reinforced concrete <br /> retaining wall 24- to 30-inches-high along the back side of the curb ramp to <br /> reduce impacts to heritage tree roots and utility conflicts for $3,000. <br /> o The balancing change order added 157 linear feet of curb and gutter, 467 square <br /> feet of sidewalk, an additional ADA dome, and a credit for not modifying one ADA <br /> ramp that was removed from the work by staff for a total of$23,721 .The total <br /> additional curb and gutter and sidewalk work resulted from minor changes to the <br /> limits of removal and replacement throughout the project identified as necessary <br /> in the field compared to the plans <br /> Page 2 of 3 <br />
