Existing GHADs within the City of Pleasanton
There are currently four GHADs within the city: Laurel Creek (The Preserve, Oak Hill
Estates and Kolb Ranch), Moller Ranch, Lemoine Ranch, and Oak Tree Farm. The Oak
Hill Estates and the Kolb Ranch developments were both annexed into the Laurel Creek
GHAQ after the formation of the original district, which included only The Preserve
neighborhood. All four of the existing GHADs are located on the west side of Foothill
Road in hillside areas where potential geologic hazards exist. These four GHADs were
created prior to the passage of Proposition 218 in November 1996 and have a built-in
escalation factor to compensate for inflation.
DISCUSSION
2023-2024 Proposed Assessments
The annual assessments can be adjusted each year by the ENR Construction Cost
Index for the San Francisco Bay Area. The current index allows for an increase of two
percent. The allowed ENR adjustment is stated within each GHAD's original creation
document and is therefore compliant with Proposition 218.
The Engineer's Report for each GHAD concludes that funding is needed for special
services within the GHAD in the coming year according to consultant-prepared
monitoring reports. As such, staff recommends increasing the annual parcel
assessment by two percent to fund these services.
The table below lists (A) the number of parcels within each GHAD that are subject to
assessment, (B) the proposed assessment amount for the coming year, (C) the
projected total revenue, (D) the anticipated operational expenses, (E) the excess
revenue to be deposited to reserve accounts, and (F) the total current fund reserve. The
reserve assumes a significant repair of the hillside slopes will be needed once every 10
years. These reserves can also be used for the eventual replacement of slope
stabilization infrastructure when necessary.
Proposed Projected Anticipated Deposit to Total
Number Annual Revenue Operational Fund Current
GHAD Name of Parcels Fund
Assessment (C = A X B + Expenses Reserve
(A) (B) interest) (D) (E = D—C) ResFerve
Laurel Creek 121 $433 $65,393 $55,249 $10,144 $1,022,692
Moller Ranch 100 $132 $14,900 $14,900 $0 $115,026
Lemoine 12 $780 $10,760 $10,760 $0 $99,400
Ranch
Oak Tree 42 $355 $15,910 $15,910 $0 $109,131
Farm
As noted above, the proposed assessments fund geologic monitoring and related
maintenance services, which provide: (1) all lands included within a district shall be
specially benefitted by construction proposed in a plan of control approved by the
legislative body and (2) the assessments were previously approved by all property
owners at the time the assessment was created.
