Housing Needs Assessment City of Pleasanton | A-21 Figure A-14: Overcrowding by Income Level and Severity Notes: Universe: Occupied housing units The Census Bureau defines an overcrowded unit as one occupied by 1.01 persons or more per room (excluding bathrooms and kitchens), and units with more than 1.5 persons per room are considered severely overcrowded. Income groups are based on HUD calculations for Area Median Income (AMI). HUD calculates the AMI for different metropolitan areas, and the nine county Bay Area includes the following metropolitan areas: Napa Metro Area (Napa County), Oakland-Fremont Metro Area (Alameda and Contra Costa Counties), San Francisco Metro Area (Marin, San Francisco, and San Mateo Counties), San Jose-Sunnyvale-Santa Clara Metro Area (Santa Clara County), Santa Rosa Metro Area (Sonoma County), and Vallejo-Fairfield Metro Area (Solano County). The AMI levels in this chart are based on the HUD metro area where this jurisdiction is located. People of color tend to experience overcrowding at higher rates than White residents. In Pleasanton, the racial group with the largest overcrowding rate is Asian / API (Hispanic and Non-Hispanic), followed by Hispanic or Latinx (see Figure A-15).
