Housing Needs Assessment City of Pleasanton | A-21 <br />Figure A-14: Overcrowding by Income Level and Severity <br /> <br />Notes: <br />Universe: Occupied housing units <br />The Census Bureau defines an overcrowded unit as one occupied by 1.01 persons or more per room (excluding bathrooms and <br />kitchens), and units with more than 1.5 persons per room are considered severely overcrowded. Income groups are based on HUD <br />calculations for Area Median Income (AMI). People of color tend to <br />experience overcrowding at higher rates than White residents. In Pleasanton, the racial group <br />with the largest overcrowding rate is Asian / API (Hispanic and Non-Hispanic), followed by <br />Hispanic or Latinx (see Figure A-15).
