Include <br />conditions of approval for second unit <br />Administrative Design Review approvals <br />requiring a monitoring program. <br />- <br />Housing Division, Housing <br />Commission, Planning <br />Division <br />The City updated the <br />Accessory Dwelling Unit <br />(ADU) Ordinance in 2021 <br />to comply with state law. <br />The updated Ordinance <br />requires a restrictive <br />covenant with language <br />requiring participation in <br />the City’s monitoring <br />program regarding ADU <br />rent levels. <br />Continue/ Update: <br />Update to reflect ADU <br />Ordinance and ADU rent <br />level monitoring program. <br />6.2 <br />Create incentives for homeowners to rent <br />their second units to moderate-, low-, and <br />very low-income households as well as <br />those with disabilities (including <br />developmental disabilities). The City’s role <br />would be to develop the program materials <br />including information, criteria for <br />qualifications, and incentives, and to <br />monitor the success of the program. <br />Incentives should include fee reductions or <br />waivers and information/assistance to help <br />homeowners be landlords. Such <br />incentives should be made available to <br />applicants of second units during the <br />Administrative Design Review or Building <br />permit process. <br />Five units per year <br />Housing Division, Housing <br />Commission, Planning <br />Division, Building Division, <br />Planning Commission <br />The City updated the <br />Accessory Dwelling Unit <br />(ADU) Ordinance in 2021 <br />to comply with state law, <br />which establishes <br />objective standards and <br />limits impact fees that <br />can be applied to ADUs. <br />An average of 11.5 ADUs <br />were produced annually <br />between 2018 and 2021; <br />ADU production has seen <br />a steady increase over <br />the past 5-10 years. The <br />City continues to <br />encourage ADU owners <br />to rent their units. <br />Modify: Revise to <br />facilitate the production of <br />ADUs through City- <br />approved standard ADU <br />plans and other methods <br />(e.g., ADU handbook, <br />landlord resources, etc.). <br />Remove Administrative <br />Design Review process; <br />ADUs are only subject to <br />building permits.
