Availability of these resources is dependent on governmental priorities, <br />legislation, and continued funding, which may be subject to change at any time. <br />3.D Opportunities for Energy Conservation <br />The cost of energy can greatly impact housing affordability, as energy costs can constitute a <br />significant portion of total housing costs. High energy costs also particularly impact low-income <br />households that are less likely to have the ability to cover increased expenses. Please refer to <br />Appendix G to see a list energy conservation programs available at the local, regional, State, and <br />federal levels. <br />
