Housing Needs Assessment City of Pleasanton | A-47 <br />Vacant units make up 4.2 percent of the overall housing stock in Pleasanton. According to the <br />2020 Census, vacant housing units were 3.7 percent of the overall housing stock. The rental <br />vacancy stands at 4.0 percent, while the ownership vacancy rate is 0.2 percent 16. Of the vacant <br />units, the most common type of vacancy is Other Vacant (see Figure A-33)17. <br />Throughout the Bay Area, vacancies make up 2.6 percent of the total housing units, with homes <br />listed for rent; units used for recreational or occasional use, and units not otherwise classified <br />(other vacant) making up the majority of vacancies. The Census Bureau classifies a unit as vacant <br />if no one is occupying it when census interviewers are conducting the American Community <br />Survey or Decennial Census. Vacant units classified as “for recreational or occasional use” are <br />those that are held for short-term periods of use throughout the year. Accordingly, vacation rentals <br />and short-term rentals like AirBnB are likely to fall in this category 18. The Census Bureau classifies <br />units as “other vacant” if they are vacant due to foreclosure, personal/family reasons, legal <br />proceedings, repairs/renovations, abandonment, preparation for being rented or sold, or vacant <br />for an extended absence for reasons such as a work assignment, military duty, or incarceration. <br />In a region with a thriving economy and housing market like the Bay Area, units being <br />renovated/repaired and prepared for rental or sale are likely to represent a large portion of the <br />“other vacant” category. Additionally, the need for seismic retrofitting in older housing stock could <br />also influence the proportion of “other vacant” units in some jurisdictions.
