Housing Element Amendments Planning Commission <br />5 of 5 <br /> <br />remain consistent with the existing inventory assumptions, and with the CEQA analysis. <br />This minor change will also be reflected in the General Plan Land Use Map for Area 6 <br />(Signature Center) to align with the Housing Element. <br /> <br />PUBLIC NOTICE AND COMMENTS <br />Notice of this item was published in The Valley Times and an email notification was sent <br />to all interested parties who have signed up on the Housing Element website: <br />pleasantonhousingelement.com. Additionally, courtesy notices were mailed to rezone <br />property owners. Staff has received no public comments at time of agenda report <br />publication. <br /> <br />ENVIRONMENTAL ASSESSMENT <br />The City prepared a Program Environmental Impact Report (Program EIR) for the 6th <br />Cycle Housing Element (SCH 2022040091), which was certified by the City Council on <br />January 26, 2023. The Program EIR fully analyzed the impacts of the Housing Element, <br />including development of housing on each of the proposed sites for re -zoning, and <br />identifies various mitigation measures to address those impacts. The proposed revisions <br />to the Housing Element and related amendments to the Land Use Element remain within <br />the scope of the project analyzed in the Program EIR, and no further CEQA review is <br />necessary. <br /> <br />CONCLUSION <br />Staff recommends the Planning Commission: <br />1. Adopt a resolution recommending the City Council adopt a General Plan to <br />amend the adopted Land Use Element and 2023-2031 (6th Cycle) Housing <br />Element in response to HCD. <br /> <br />NEXT STEPS <br />The remaining steps of the Housing Element include: <br />• Adoption Hearing (June 6, 2023). The City Council will conduct a public hearing <br />to consider adoption of the proposed Housing Element and General Plan Land <br />Use Map amendments. <br />• Resubmittal of Housing Element to HCD (June 2023). Following adoption, <br />staff would resubmit the adopted Housing Element to HCD for review and <br />certification.
