ODS; (2) staff recommended clarifications and clean up; and (3) revisions made in <br /> response to Planning Commission input. The list of revisions is annotated to note which <br /> of the above three categories it falls into: <br /> 1) Revisions in Response to Developer Comments. During the public review of the <br /> ODS, staff received comments from several developers and architects, some of <br /> whom have experience in developing projects in the city, and raised concerns <br /> that some of the standards might be impractical or overly restrictive. Due to the <br /> complex nature of the ODS and the limited time staff and the professional <br /> services team had to evaluate the comments, staff recommended that the ODS <br /> be adopted by the City Council, with adjustments in response to comments made <br /> soon after adoption. Accordingly, the project team has evaluated public <br /> comments, and is proposing several focused changes to clarify standards, <br /> particularly those for the medium-density projects of less than 30 du/ac, although <br /> some revisions are proposed for all sites, including those at higher densities. <br /> 2) Staff Recommended Clarifications. Staff noted a number of areas where clean- <br /> up revisions or clarifications were warranted; these are also reflected among the <br /> changes made. One such topic is regarding utilities and access to public utilities: <br /> the changes to the ODS require a public utility easement to be provided and that <br /> any dead-end alleys exceeding 150 feet in length meet specifications for turn- <br /> around by the California Fire Code. This allows the City to access utility lines, as <br /> well as have adequate turn-around for maintenance service vehicles. <br /> 3) Planning Commission Recommended Revisions. As noted, at the April 12, 2023, <br /> meeting, while supporting all of the other suggested changes, the Planning <br /> Commission requested staff consider potential lowering of height limits for <br /> projects between 30 and 40 du/ac; this revision is reflected in the list below. In <br /> conjunction with the recent review of a high-density housing project (to which the <br /> prior, 2012 Design Standards were applicable), some Planning Commissioners <br /> had also asked staff to ensure that setbacks specified in the updated ODS would <br /> be appropriately scaled to building heights (i.e., greater setbacks required for <br /> taller buildings). <br /> The following is a summary of the proposed focused modifications to the ODS for <br /> Housing Sites, with the detailed modifications shown in strikeout text as Attachment 1 to <br /> this report; for reference, the entirety of the version adopted in January 2023 is <br /> Attachment 2. <br /> Page 5 of 11 <br />
