DRAFT 2023 Legislative Positions <br /> Bill # and Title Description Recommended TVC <br /> City Position Position/League <br /> Position <br /> employer representatives under the act are substantially similar to <br /> the duties and responsibilities required under existing collective <br /> bargaining enforcement procedures and therefore the costs <br /> incurred by the local agency employer representatives in <br /> performing those duties and responsibilities under that act are not <br /> reimbursable as state-mandated costs. This bill would impose <br /> specified requirements with respect to the temporary employees, as <br /> defined, of a public employer who have been hired to perform the <br /> same or similar type of work that is performed by permanent <br /> employees represented by a recognized employee organization. In <br /> this regard the bill would require those temporary employees to be <br /> automatically included in the same bargaining unit as the as the <br /> permanent employees, as specified, upon the request of the <br /> recognized employee organization. <br /> 22 SB 532 (Wiener) Current law requires that the ballots used when voting upon a Watch None/Watch <br /> Ballot measures: measure proposed by a local governing body or submitted to the <br /> local taxes. voters as an initiative or referendum measure, including a <br /> measure authorizing the issuance of bonds or the incurrence of <br /> debt, have printed on them a true and impartial statement <br /> describing the purpose of the measure. If the proposed measure <br /> imposes a tax or raises the rate of a tax, current law requires the <br /> ballot to include in the statement of the measure the amount of <br /> money to be raised annually and the rate and duration of the tax to <br /> be levied. This bill would exempt from this requirement a measure <br /> that imposes or increases a tax with more than one rate or <br /> authorizes the issuance of bonds. <br /> 23 SB 751 Current law contains various provisions relating to franchise Watch None/Watch <br /> (Padilla) agreements between a local jurisdiction and a service provider for <br /> the provision of services such as utilities, waste hauling, and cable <br /> television. This bill would prohibit a city, county, or city and county <br /> from entering an exclusive franchise agreement for services on or <br /> after January 1, 2024, or an agreement amended on or after that <br /> 131 Page <br /> Updated 4.10.23 <br />
