THE CITY 01
PLEASANTON. DRAFT 2023 Legislative Positions
Bill # and Title Description Recommended TVC
City Position Position/League
Position
employer representatives under the act are substantially similar to
the duties and responsibilities required under existing collective
bargaining enforcement procedures and therefore the costs
incurred by the local agency employer representatives in
performing those duties and responsibilities under that act are not
reimbursable as state-mandated costs. This bill would impose
specified requirements with respect to the temporary employees, as
defined, of a public employer who have been hired to perform the
same or similar type of work that is performed by permanent
employees represented by a recognized employee organization. If the proposed measure
imposes a tax or raises the rate of a tax, current law requires the
ballot to include in the statement of the measure the amount of
money to be raised annually and the rate and duration of the tax to
be levied. This bill would exempt from this requirement a measure
that imposes or increases a tax with more than one rate or
authorizes the issuance of bonds.
23 SB 751 Current law contains various provisions relating to franchise Watch None/Watch
(Padilla) agreements between a local jurisdiction and a service provider for
the provision of services such as utilities, waste hauling, and cable
television. This bill would prohibit a city, county, or city and county
from entering an exclusive franchise agreement for services on or
after January 1, 2024, or an agreement amended on or after that
131 Page
Updated 4.10.23
