(with few exceptions) and more expansive electric vehicle charging infrastructure <br /> than required under the baseline California Building Code to be installed with <br /> new construction. This action has an estimated cumulative reduction of 10,100 <br /> MTCO2e' through 2030. <br /> • Action P3 Modify Municipal Code Definition of "Covered Projects" [In <br /> Progress]. This action was included within the omnibus update to the Municipal <br /> Code approved by City Council on March 21, and April 18, 2023. The <br /> amendment means that additional development projects would be considered <br /> "covered projects" under the City's green building requirements in Chapter 17.50 <br /> of the Municipal Code, and thus required to comply with the Green Building <br /> ordinance. This action has an estimated cumulative reduction of 1,300 MTCO2e <br /> through 2030. <br /> • Action P4 Solar and Battery Storage [Completed 2023]. The updated <br /> California Building Codes effective January 1, 2023, require solar on most new <br /> buildings including new single-family residences, multi-family with 10 stories or <br /> less, hotels/motels with 10 stories or less, and non-residential buildings with <br /> three stories or less. In many instances where solar is required, so too is an <br /> energy storage system. This item was added to the CAP checklist such that <br /> future development projects will be reviewed for compliance with this <br /> requirement. The City processed approximately 100 solar photovoltaic permits in <br /> 2022 and this number is expected to increase in 2023 due to the new codes, as <br /> well as the extension of federal tax credits and other incentives for installation. <br /> This action has an estimated cumulative reduction of 2,300 MTCO2e through <br /> 2030. <br /> • Action S3 Municipal Facilities [In Progress]. This action includes several <br /> aspects including improving energy efficiency and improving resilience to <br /> municipal facilities. One aspect of this action that is in progress is identifying <br /> critical facilities to install solar and battery back-ups. The City is working with <br /> East Bay Community Energy (EBCE) to complete a feasibility study and <br /> assessment of City facilities and outline the procurement process for such <br /> installations. The goal is to see installations begin by the end of 2023. <br /> Transportation and Land Use <br /> • Action E3 Bicycle and Pedestrian Master Plan and Trails Master Plan <br /> Implementation [In Progress]. The City continued to implement both master <br /> plans to continue through the life of the master plans. A few highlights from 2022 <br /> and early 2023 include: <br /> o In 2022, the City built approximately 2,420 feet of new bicycle lanes. <br /> o The West Las Positas Boulevard Corridor Improvement Plan was <br /> approved by City Council on November 15, 2022, with bicycle and <br /> pedestrian improvements underway in April 2023. <br /> Metric tons of carbon dioxide equivalent <br /> Page 4 of 9 <br />
