BACKGROUND <br /> This project is a part of the annual maintenance program which includes necessary <br /> projects such as replacement of failing water pipelines. Water pipeline replacement <br /> projects are selected from a list of problem areas, or potential problem areas, identified <br /> and maintained by the City's Utilities Division. Repair and replacement projects are <br /> prioritized based on records of maintenance, the potential for failure, potential damage <br /> caused by breakage, and the expected life span of the existing pipelines. <br /> The water pipeline at Hopyard Road and Owens Drive, which interconnects two water <br /> main pipelines on either side of Hopyard Road was removed from service this past fall <br /> due to leaks. The water pipeline was installed in the 1980s to serve the developing <br /> Hacienda business park area. Water service to Hacienda has not been interrupted while <br /> the failed pipeline has been out of service because the water distribution system within <br /> the park is "looped," but replacing the pipeline is essential to providing reliable water <br /> service to the area's customers. <br /> The water pipeline on the bridge crossing on Wisteria Trail at Kilkare Road in Sunol was <br /> built in the 1960s and serves customers in Kilkare Canyon. The existing welded steel <br /> pipe has had numerous repairs due to corrosion and due to leaking needs to be <br /> replaced at this time. <br /> DISCUSSION <br /> This project consists of installing 120 feet of PVC water pipeline and valving on Hopyard <br /> Road at the intersection of Owens Drive. The work will impact traffic as it requires <br /> trenching across Hopyard Road along the south side of the Owens Drive intersection. <br /> Due to the potential for significant traffic impacts, the majority of the work will be <br /> completed at night. <br /> Approximately 40 feet of existing pipeline at the bridge crossing on Wisteria Trail at the <br /> intersection of Kilkcare Road will be removed and replaced with new ductile iron pipe. <br /> The work will include custom pipe supports securing the new pipe to the bridge. <br /> In addition to the replacement of piping, the installation of seismic fittings, isolation <br /> valves, air release valves, and cathodic protection will be installed on the new pipelines <br /> ensuring they remain in service for many years. <br /> Bids <br /> Sealed bids for this project were received on April 12, 2023. Two bids were received, <br /> with the low bid at $334,084, and the other bid at $387,000. The Engineer's Estimate <br /> was $300,000 (see Attachment 2 for bid summary). Staff has reviewed the two bids and <br /> finds that the low bid is responsive and responsible. Past work performed by the low <br /> bidder, DPI, Inc., was verified to be satisfactory. Staff recommends awarding the <br /> construction contract to DPI, Inc. <br /> Consultant/Specialty Services <br /> Consulting testing services will be provided under the City's existing on-call materials <br /> testing contracts.
