Attachment 4 <br /> "I am currently an uncompensated Board Member of the non-profit Pleasanton Cultural Arts <br /> Council. <br /> I questioned my participation and voting to review and allocate Community Grant Funds in <br /> the Civic Arts Category for Fiscal Years 2023/24. <br /> Pleasanton Assistant City Attorney, Larissa Seto, sent a letter to the State of California Fair <br /> Political Practices Commission for advice. <br /> The Senior Council of FPPC Legal Division's response on March 2, 2023, specifically stated I <br /> am allowed to engage in all discussions and vote on all grant applications, including the <br /> Pleasanton Cultural Arts Council's application. <br /> For the sake of complete transparency, I recuse myself from the evaluation of the PCAC <br /> grant application and will not vote on the PCAC application when it is discussed as a single <br /> item." <br /> Recreation Manager Rachel Prater presented an overview of the item, she recommended the <br /> commission receive presentations from the two new agencies, open for public comment from <br /> other speakers then recommend the allocation of civic arts community grant funds for fiscal year <br /> 2023/24. <br /> Chair Coleman Knight opened the meeting for presentations from the new agencies noting they <br /> were allowed 5-minutes to provide their presentations. <br /> Presentations were received from the following: <br /> Alliance for the Visual Arts (Dennis Baker) - Open Studios TVAST <br /> East Bay Musical Society (Natalie Yee & Dan Floyd) - Broadway Chorus <br /> Chair Coleman-Knight then opened the meeting for public comment from other agencies <br /> indicating they were allowed 3-minutes to speak. <br /> Presentations were received from the following: <br /> Pleasanton Cultural Arts Council (Les Duman) - Marketing support & program <br /> advertising. <br /> Pleasanton Community Concert Band (Les Duman) - Program Enrichment <br /> Pacific Chamber Orchestra (Lawrence Kohl) - Clinic for middle & high school strings <br /> students <br /> Chair Coleman-Knight closed the item for public comment at 7:11 p.m. and requested <br /> commissioners discuss and consider each of the community grant fund applications and <br /> formulate funding recommendations. Commissioners carefully considered each of the funding <br /> applications and made funding recommendations. <br /> Motion: It was m/s by Baiocchi/Yee to allocate the following community grant funds in the Civic <br /> Arts category for approval by City Council: <br /> $ 5,000 - Alliance for the Visual Arts - Open Studios TVAST <br /> $ 7,500 - Amador Livermore Valley Historical Society - An afternoon or evening with...series <br /> $ 6,500 - East Bay Musical Society - Broadway Chorus <br /> $ 4,600 - Livermore Valley Arts - Performance by East Bay Jazz High School All-Stars <br /> $ 3,000 - Pacific Chamber Orchestra - Clinics for middle and high school strings students <br /> Civic Arts Commission Meeting Minutes Page 3 March 6,2023 <br />
