BACKGROUND
During 2023, 25 special events are planned which will require street closures or parking
restrictions; staff recommends the City Council approve these events as presented in
Attachment 1. One notable event this year is the Centennial Celebration for Amador
Valley High School which has been planned to coincide with the September street
closure for Weekends on Main, scheduled for September 15-17. Of note, the organizers
of the Centennial event requested that Main Street close at 1:00 pm instead of the
standard 4:00 pm for the other closures associated with Weekends on Main to
accommodate a parade of alumni into the downtown. Staff will coordinate with the
Pleasanton Downtown Association to ensure all downtown businesses are informed of
the dates and times of the downtown street closures.
Advance approval for most events will streamline the approval process without
sacrificing City input and control. If approval is granted for the stated events, the Police
Department will continue to process all event applications as in prior years: event
organizers will be required to submit a parade/street closure application, an insurance
policy to indemnify the City from liability associated with the event, and detailed
information about the operation of the event. Police Department staff will ensure event
organizers effectively manage community notifications of potential event impacts as well
as associated roadway closures.
Prior to each event, the Police Chief will declare that an unusual condition exists,
thereby allowing City streets to be temporarily closed and authorizing temporary parking
controls affected streets to be enforced.
Submitted by: Fiscal Review: Approved by:
David Swing Susan Hsieh Gerry Beaudin
Police Chief Finance Director City Manager
Attachment:
1 .
