20.04.330 <br />(Pleasanton Supp. No. 29, 1-23) 778 <br /> The Building and Safety Official may authorize <br />refunding of not more than 80 percent of the plan review <br />fee paid when an application for a permit for which a <br />plan review fee has been paid is withdrawn or canceled <br />before any examination or inspection time has been ex- <br />pended. <br /> The Building and Safety Official shall not author- <br />ize the refunding of any fee paid except upon written <br />application filed by the original permittee not later than <br />180 days after the date of fee payment. (Ord. 2153 § 2, <br />2016) <br /> <br />20.04.330 Inspections. <br /> Construction or work for which a permit is re- <br />quired shall be subject to inspection by the Building and <br />Safety Official and the construction or work shall re- <br />main accessible and exposed for inspection purposes <br />until approved. In addition, certain types of construction <br />shall have continuous inspection as specified in Section <br />20.04.380. Approval as a result of an inspection shall <br />not be construed to be an approval of a violation of the <br />provisions of this code, the technical codes or of other <br />ordinances of the City of Pleasanton. Inspections pre- <br />suming to give authority to violate or cancel the provi- <br />sions of this code, the technical codes or of other ordi- <br />nances of the City of Pleasanton shall not be valid. <br /> It shall be the duty of the permit applicant to cause <br />the work to remain accessible and exposed for inspec- <br />tion purposes. Neither the Building and Safety Official <br />nor the City of Pleasanton shall be liable for expense <br />entailed in the removal or replacement of any material <br />required to allow inspection. <br /> A survey of the lot may be required by the Build- <br />ing and Safety Official to verify that the structure is lo- <br />cated in accordance with the approved plans. <br /> Inspection Requests. It shall be the duty of the <br />person doing the work authorized by a permit to notify <br />the Building and Safety Official that such work is ready <br />for inspection. The Building and Safety Official may <br />require that every request for inspection be filed at least <br />one working day before such inspection is desired. Such <br />request may be made electronically, in writing or by <br />telephone at the option of the Building and Safety Offi- <br />cial. It shall be the duty of the person requesting any <br />inspections required either by this code or the technical <br />codes to provide access to and means for inspection of <br />the work. <br /> In addition to scheduled inspections required <br />herein, the Building and Safety Official may inspect any <br />existing building or structure for cause within the City <br />or when requested to do so by an owner or person acting <br />under authority of the owner. Such request shall be <br />made in writing by the property owner, who may be <br />required to submit evidence to indicate such authority. A <br />statement of all findings shall be sent to the owner and a <br />record shall be kept on file in the office of the Building <br />and Safety Official. Applications shall be accompanied <br />by an inspection fee established by resolution. <br /> Inspection Approval Required. Work shall not <br />be done beyond the point indicated in each successive <br />inspection without first obtaining the approval of the <br />Building and Safety Official. The Building and Safety <br />Official, upon notification, shall make the requested <br />inspections and shall either indicate that that portion of <br />the construction is satisfactory as completed or shall <br />notify the permit holder or an agent of the permit holder <br />wherein the same fails to comply with this code. Any <br />portions which do not comply shall be corrected and <br />such portion shall not be covered or concealed until au- <br />thorized by the Building and Safety Official. <br /> There shall be a final inspection and approval by <br />the Building and Safety Official of all buildings, struc- <br />tures, plumbing, mechanical and or electrical and on-site <br />permits when completed and ready for occupancy and <br />use. <br /> Inspection Record Card. Work requiring a per- <br />mit shall not be commenced until the permit holder or <br />the agent of the permit holder shall have posted or oth- <br />erwise made available an inspection record card such as <br />to allow the Building and Safety Official conveniently to <br />make the required entries thereon regarding inspection <br />of the work. This card shall be maintained available by <br />the permit holder until final approval has been granted <br />by the Building and Safety Official. (Ord. 2153 § 2, <br />2016) <br /> <br />20.04.340 Preliminary inspection. <br /> Before issuing a permit, the Building and Safety <br />Official is authorized to examine or cause to be exam- <br />ined buildings, structures and sites for which an applica- <br />tion has been filed. (Ord. 2153 § 2, 2016) <br /> <br />20.04.350 Required building inspections. <br /> Reinforcing steel or structural framework of any <br />part of a building or structure or any plumbing, me- <br />chanical or electrical components shall not be covered or <br />concealed without first obtaining the approval of the <br />Building and Safety Official. Protection of joints and <br />penetrations in fire-resistive assemblies shall not be con- <br />cealed from view until inspected and approved. <br /> The Building and Safety Official shall require <br />notification from the permit holder in order to make the <br />following inspections:
