Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />d) Light/Glare <br />Prior EIR Conclusions <br />The Prior EIR concluded that new residential development would introduce artificial light and glare <br />from residences and outdoor parking areas. However, compliance with the State Nighttime Sky-Title <br />24 Outdoor Lighting Standards, and the City’s General Plan policies and Municipal Code regulations <br />regarding lighting and glare would reduce potential light and glare effects to a less than significant <br />level. <br />Analysis of Proposed Project <br />Prior to project approval, the City would confirm that the proposed project has been designed in <br />accordance with the City of Pleasanton’s General Plan policies regarding lighting and glare as well as <br />applicable Pleasanton Municipal Code regulations, including Sections 18.48.100, 18.88.040, <br />18.96.020, and the site lighting guidelines of the Housing Site Development Standards and Design <br />Guidelines, which require lighting of pedestrian walkways and public streets to not produce glare <br />and to be of an intensity appropriate for a residential environment.19 Therefore, the proposed <br />project’s lighting would be appropriately designed to limit glare and spillover light. In addition, the <br />proposed project would be required to be consistent with Title 24 Outdoor Lighting Standards. A <br />lighting plan, demonstrating consistency with Title 24 and limitation of lighting spillover, will be <br />required to be submitted to the City prior to the issuance of building permits. Therefore, the <br />proposed project would not introduce any new lighting or glare impacts not previously disclosed. <br />Impacts would continue to be less than significant, and no mitigation is necessary consistent with <br />the Prior EIR. There are no proposed changes, new circumstances, or new information that would <br />cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />Mitigation Measures <br />No mitigation is required. <br /> <br />19 City of Pleasanton Community Development Department.
