P21-0751, 2023-2031 (6th Cycle) Housing Element Update – Review and receive public <br />comments on the Draft Program Environmental Impact Report for the 2023-2031 (6th Cycle) <br />Housing Element <br /> <br />Chair Pace introduced and provided background information for the item. <br /> <br />Associate Planner Megan Campbell presented the staff report and PowerPoint presentation. <br /> <br />In response to Commissioner Nibert, Director of Community Development Clark explained that the <br />Planning Commission and City Council had the latitude to consider alternatives and that the California <br />Department of Housing and Community Development (HCD) did not review the environmental impact <br />report (EIR). <br /> <br />Commissioner Nibert discussed the findings of unavoidable significant impact and the need to <br />determining if the project had enough benefit to outweigh the impacts. Ms. Clark explained statements <br />of overriding consideration. Commissioner Nibert asked the threshold for Vehicle Miles Traveled (VMT). <br />Ms. Clark discussed the metrics for VMT and greenhouse gases. In response to Commissioner Nibert, <br />City Engineer Tassano explained the measurement of resident VMT; Countywide average; and <br />Mitigation Measure Transportation Measure 2. <br /> <br />Commissioner Nibert discussed the timing of the groundwater alternatives study and potential need to <br />modify the Housing Element. Ms. Clark explained that the EIR was a disclosure document and <br />conservative water supply finding due to current uncertainty. <br />
