Traffic and Circulation Considerations
The number of new vehicle trips that would be generated by the three conceptual
development scenarios were estimated using trip generation rates from the City's travel
demand model. These rates are based on data from the Institute of Transportation
Engineer's Trip Generation Manual. This manual is a national compilation of trip
generation statistics for land-uses of various sizes and types. The analysis focuses on
the PM peak hour of travel as traffic within the area, as well as project trip generation,
peaks during the evening peak period when retail, employment, and residential
commute traffic is highest.
As noted, Scenarios 2 and 2a reflect introduction of some commercial uses at the mall,
and the model analyzed the addition of about 300,000 square feet of office uses to
analyze how such use(s) might affect traffic conditions.
Table 2: Trip Generation Summary
Scenario
1
2
2a
In
531
531
PM Peak Hour Trip Generation
Out
291
567
567
Total
765
1,098
1,098
As illustrated in Table 2, Scenarios 2 and 2a would generate approximately 50 percent
more traffic than Scenario 1. This is to be expected, as Scenarios 2 and 2a include
additional office space not included in Scenario 1.
Using the City's travel demand model, the directions of approach and departure for
vehicle trips generated by the individual development scenarios were determined. This
information was used to distribute new inbound and outbound trips to the local street
network. It should be noted that the "existing" traffic volumes used for the analysis are
from pre-pandemic conditions, which are higher than current volumes and also reflect
traffic levels that occurred when the Nordstrom store was operational at the mall.
Prevailing evening peak hour traffic volumes are highest on the sections of Stoneridge
Mall Road between Genomics Place and Stoneridge Drive and on Canyon Way
between Stoneridge Mall Road and Foothill Road.
The section of Stoneridge Mall Road between Genomics Place and Stoneridge Drive is
a segment which experiences high levels of congestion and queuing during the PM
peak hour in the southbound direction. Vehicles often wait through multiple signal cycles
to pass through the Stoneridge Mall Road/Stoneridge Drive intersection. This condition
has prompted some vehicles to avoid this route to the freeway, instead of driving the
longer distance to Springdale to access Stoneridge Drive.
Scenario 1 contributes approximately 80 trips to this congested area. Scenarios 2 and
2a would generate additional impacts on this section compared to Scenario 1. The
Page 11 of 17
