I hope you consider"systems thinking" or"multisolving" in the new process.This means considering how one project <br /> may influence other goals (either positive reinforcement or negative). Bicycling is my standard example: more people on <br /> bikes means fewer people in cars; therefore, less traffic, more parking, more revenue for local businesses, and less GHG <br /> from emissions; and therefore, better health, happier residents, and possibly less crime.As the counter-example, adding <br /> that second left turn lane on westbound Bernal at First St might possibly shift the congestion down to the next light in <br /> front of the Senior Center. Induced demand will create more traffic.The Level of Service mandate will make you think <br /> about shortening the crosswalk time for seniors walking over to Raley's.Then,when the school property gets <br /> redeveloped,you'll need to rip up some of that work and redesign the intersection. <br /> 1. 1 don't see the Arroyo Trails on the "State of Good Repair" list.Those trails are a significant amenity that has been <br /> allowed to degrade. Using the trails as a viable alternative to driving could reduce traffic, improve safety for kids, and <br /> bring folks downtown for ice cream or whatever. <br /> 2. 1 don't see much about the CAP. Perhaps you've noticed the storms recently?Again, please consider the negative <br /> impact of the Level of Service in the municipal code. This encourages new, high-density housing to be car-centric which <br /> exacerbates everything including GHG. And speaking of the storms, climate scientists predict that weather events <br /> (droughts,wildfires, floods) will get more frequent and more severe.What happens if the Main Street bridge or the <br /> Hopyard bridge gets damaged? Deferring the 2017 Bridge Evaluation plan seems risky.Are we evaluating the heritage <br /> trees to see if their roots are sound (what irreplaceable buildings are next to them)? <br /> 3. 1 agree that maintenance can be deferred but it will become more challenging to defer and remain operational. <br /> What's missing is an actual plan with trigger points. By "trigger points" I mean things that are monitored and, if some <br /> level is exceeded or some event occurs, then that triggers a change in the deferment schedule (the 10 year budget <br /> should accommodate such a change).The rate of climate change is accelerating everything, so what we thought would <br /> be okay for another 10 years might be necessary in 5 years. <br /> FYI, when the windstorm happened last week, my house lost power.We were out for 30 hours.When it was restored, <br /> we found that our furnace was damaged as well as our induction cooktop.The parts for the furnace should be here <br /> tomorrow(a week without heat) and a new cooktop the following week. Now we realize half our solar panels are out; <br /> still trying to figure that out. My neighbors lost their TV.Another neighbor lost their washer/dryer and there are burn <br /> marks on the carpet where they had a power strip.
