169 existing trees over approximately six inches in diameter on the subject site or within <br /> the vicinity, including 42 defined as a "Heritage Tree" by the PMC (i.e., a tree which <br /> measures 35 feet or greater in height or which measures 55 inches or greater in <br /> circumference). 105 of 169 (including 27 Heritage) existing trees would be removed. <br /> The removed trees are primarily parking lot perimeter and interior trees. 162 new trees <br /> would be planted with the project. Conditions of approval are included to mitigate the <br /> offset for tree removal versus the new trees to be planted. <br /> Landscape plans have been provided for project showing new planted areas primarily <br /> around the perimeter of the building, but also within the motor-court, courtyard, and roof <br /> top deck areas. The landscape plan would provide a variety of trees, shrubs, and <br /> groundcover on the project site. <br /> Planting plan details would be determined at the time of building permit review and be <br /> finalized in consultation with the City's Landscape Architect to ensure an attractive <br /> landscape that will also meet the City's Water Efficient Landscaping Ordinance. <br /> Staff believes the proposed landscape plan is attractive and contains sufficient <br /> landscape area around the perimeter of the structures, parking areas, and along the <br /> street frontages. Staff also believes, once finalized with the City's Landscape Architect, <br /> the density and species of trees indicated would be appropriate. Since only the <br /> preliminary quantities and spacing of the shrubs and groundcover is now shown, a <br /> condition of approval requires these be shown on the plans provided at the building <br /> permit review stage, subject to the consideration of the City's Landscape Architect. <br /> PUBLIC NOTICE <br /> Notice of this meeting was sent to property owners and tenants/occupants within <br /> approximately 1,000-feet of the site as shown in Attachment 10. At the time of report <br /> publication, staff has not received any public comments. Public comments received <br /> after publication of this report will be forwarded to the City Council. <br /> ENVIRONMENTAL ASSESSMENT <br /> On January 4, 2012, the City Council certified a Supplemental Environmental Impact <br /> Report (SEIR) and adopted the California Environmental Quality Act (CEQA) Findings <br /> and a Statement of Overriding Considerations for the Housing Element update and <br /> Climate Action Plan General Plan Amendment and Rezonings. This SEIR was a <br /> supplement to the EIR prepared for the Pleasanton 2005-2025 General Plan which was <br /> certified in July 2009. The current site was one of 21 potential housing sites analyzed in <br /> the SEIR. <br /> Under CEQA, once an EIR has been prepared for a project, the lead agency (in this <br /> case, the City) may not require a subsequent or supplemental EIR unless: <br /> • Substantial changes are proposed in the project that will require major revisions <br /> of the EIR; <br /> • Substantial changes have occurred in the circumstances under which the project <br /> is being undertaken that will require major revisions in the EIR; or <br /> Page 38 of 41 <br />
