architectural character of the building and add visual interest, changes in materials and <br /> colors and appropriate locations along the building facades; large expanses of glazing, <br /> and prominent/high-impact architectural detailing at important corners of the building. <br /> Scenic Highway Plan for Interstate 680 <br /> In 1985 the City adopted the "Scenic Highway Plan for Interstate 680 in the City of <br /> Pleasanton" which contains policies for new residential and commercial development on <br /> parcels immediately adjacent to the 1-680 corridor. The project was analyzed for <br /> conformance to the applicable policies and found to be consistent with the plan. For <br /> example, the building would be located a minimum of approximately 1,200 feet from the <br /> 1-680 CalTrans right-of-way), the building would not conflict with views from the highway <br /> due to existing screening provided by the adjacent office buildings, residential uses and <br /> landscaping would remain, and new perimeter landscaping associated with the <br /> proposed project. <br /> Si na e <br /> Wall-mounted signage has been shown conceptually on the east side of the building, <br /> but no sign details have been provided at this time. Staff finds the general location and <br /> size of the sign to be acceptable. A condition has been included that requires the applicant to submit a <br /> comprehensive sign program for the project which will be subject to the review and <br /> approval by the Director of Community Development. <br /> Green Building <br /> As required by the City's Green Building Ordinance (PMC Ch. 17.50), the proposed <br /> project is required to meet at least a LEED (Leadership in Energy and Environmental <br /> Design) "Certified" level, which is equal to a score of 40 or more credit points on the <br /> LEED Green Building Checklist for New Construction and Major Renovations. The <br /> project intends to meet a minimum score of 50 points. Some of the proposed green <br /> building measures include employing strategies that use less water and improve energy <br /> performance for the building, reduce potable water consumption for irrigation on the <br /> subject site as a whole, utilize materials with recycled content, utilize FSC-certified <br /> wood in construction materials, and utilize low-VOC (volatile organic compound) <br /> emitting flooring, paints, coatings, adhesives, and sealants. Staff supports the <br /> applicant's green building measures in the project. <br /> Climate Action Plan <br /> In 2022, the City adopted Climate Action Plan (CAP) 2.0. The CAP 2.0 was reviewed by <br /> the Bay Area Quality Management District (BAAQMD) and was deemed a "Qualified <br /> Greenhouse Gas Reduction Strategy" in accordance with the District's CEQA <br /> guidelines. Implementation of the CAP will occur over several years. The CAP consists <br /> of amendments to regulations and policies related to Land Use and Transportation, <br /> Energy, Solid Waste, and Water and Wastewater, which result in reductions in <br /> greenhouse gas emissions in compliance with the targets set by AB 32, California's <br /> Global Warming Solutions Act of 2006. <br /> Page 36 of 41 <br />
