9 <br /> THE CITY OF <br /> .. ,1 1 CITY COUNCIL AGENDA REPORT <br /> , ._., <br /> PL£ASANTON <br /> March 21, 2023 <br /> Operations Services <br /> TITLE: APPROVE AGREEMENT WITH EAST BAY POOL SERVICE FOR POOL <br /> MAINTENANCE AND REPAIR SERVICES IN THE AMOUNT OF $539,850 <br /> FOR A THREE-YEAR TERM <br /> SUMMARY <br /> Until recently, City staff was performing all maintenance duties for the Dolores Bengtson <br /> Aquatic Center (DBAC) pool including cleaning; maintaining the pool's chemistry; and <br /> repairing the swimming pool, surrounding areas and related equipment to ensure safe <br /> and sanitary conditions. The pool needs to be treated seven days a week, including <br /> weekends, by a Certified Pool Operator. <br /> Over the years, staff managed this with assistance from the Support Services Division <br /> and a 0.5 full-time equivalent (FTE) Program Assistant who was CPO certified and <br /> worked on the weekends. In August 2022, following the departure of the Program <br /> Assistant, staff contacted other cities to determine best practices for pool maintenance. <br /> Based on information received from other agencies, the City entered into a temporary <br /> agreement with East Bay Pool Service and started development of a RFB for pool <br /> maintenance and repair services. During the time that East Bay Pool Service has been <br /> contracted for maintenance, staff has found the maintenance provided meets the high <br /> standards of the City. <br /> A Request for Bids (RFB) for pool maintenance and repair services for DBAC was <br /> distributed on January 17, 2023. Staff recommends the City enter into a three-year <br /> agreement with an option to extend the agreement for two additional one-year terms <br /> with East Bay Pool Service, in a cumulative not-to-exceed amount of $539,850 over the <br /> three years. <br /> RECOMMENDATION <br /> Approve and authorize the City Manager to execute an agreement with East Bay Pool <br /> Service for pool maintenance and repair services for a cumulative not-to-exceed <br /> amount of $539,850 for three years. <br /> FINANCIAL STATEMENT <br /> The agreement with East Bay Pool Service will be funded by the General Fund through <br /> the Building Maintenance budget over the coming three fiscal years. The anticipated <br /> total expenditure for this three-year agreement is $539,850. <br /> Page 1 o f 4 <br />
