Community Resilience and Wellbeing; and <br /> WHEREAS, the implementation of the CAP 2.0 will result in co-benefits including <br /> increasing community resilience, improving public health, improving habitats and ecosystems, <br /> advancing racial and social justice, supporting job creation, and improving mobility and <br /> transportation safety; and <br /> WHEREAS, pursuant to California Environmental Quality Act (CEQA) Guidelines <br /> Section 15183.5 the City may prepare a qualified GHG Reduction Strategy or Climate Action <br /> Plan to evaluate a community's cumulative impact due to GHG emission from future planned <br /> development; and <br /> WHEREAS, CAP 2.0 is considered a qualified reduction plan through 2030 and if a <br /> project is consistent with the CAP 2.0, the Plan can be used as a basis for determining the <br /> project would have less than significant impacts on the community's cumulative GHG emissions <br /> under CEQA; and <br /> WHEREAS, pursuant to CEQA, an Initial Study-Negative Declaration was prepared for <br /> the CAP 2.0; and <br /> WHEREAS, at its meeting of January 26, 2022, the Committee on Energy and the <br /> Environment reviewed and recommended the City Council approve the CAP 2.0 and Negative <br /> Declaration; and <br /> WHEREAS, on February 15, 2022, the City Council held a duly noticed public hearing <br /> and considered relevant exhibits, reports, recommendations of the Committee and City staff, <br /> and public testimony herein and set forth prior to making its decision on the CAP 2.0 and <br /> Negative Declaration; and <br /> WHEREAS, on February 15, 2022, the City Council held a duly noticed public hearing <br /> and considered relevant exhibits, reports, recommendations of the Committee and City staff, <br /> and public testimony herein and set forth prior to making its decision on the CAP 2.0 and <br /> Negative Declaration; and <br /> WHEREAS, to correct a unit conversation error associated with Action P13, the City <br /> Council considered amendments to the CAP 2.0 including slight adjustments to Action P2, <br /> Action P5, and Action P7 and minor amendments to the modeling consistent with the CAP 2.0's <br /> original goals and achieving the CAP 2.0 GHG emission reduction targets; and <br /> WHEREAS, on February 21, 2023, the City Council held a duly noticed public hearing <br /> and considered relevant exhibits, reports, and recommendations on the amended CAP 2.0. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br /> CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: <br /> SECTION 1. The City Council of the City of Pleasanton does hereby approve and <br /> adopt the update to the CAP 2.0 attached hereto as Exhibit A to the resolution. <br /> PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at <br /> a regular meeting held on February 21, 2023. <br />
