RESOLUTION NO. 23-1366 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, ADOPTING THE UPDATE TO THE CLIMATE ACTION PLAN (CAP 2.0) WHEREAS, California is particularly vulnerable to the impacts of climate change and increased temperatures threaten to greatly reduce the Sierra snowpack, one of the State's primary sources of water; and WHEREAS, increased temperatures also threaten to further exacerbate California's air quality problems and adversely impact human health by increasing heat stress and related deaths, the incidence of infectious disease, and the risk of asthma, respiratory and other health problems; and WHEREAS, in 2005 the California Governor issued Executive Order (EO) S-3-05 establishing statewide targets for reducing greenhouse gas (GHG) emissions to 2000 levels by 2010, 1990 levels by 2020, and 80% below 1990 levels by 2050; and WHEREAS, in 2012 the City Council adopted the City of Pleasanton's first Climate Action Plan establishing greenhouse gas emission reduction targets for 2020 aligning with the statewide targets; and WHEREAS, in 2016 the California Legislature adopted Senate Bill (SB) 32 deepening the State's commitment to GHG emissions reductions by tightening the target to 40% below 1990 levels by 2030; and WHEREAS, in 2018 the California Governor issued EO B-55-18 expanding upon EO S- 3-05 with a statewide target of reaching carbon neutrality by 2045; and WHEREAS, the City of Pleasanton met the 2020 GHG reduction targets and WHEREAS, the City Council identified an update to the 2012 Climate Action Plan (CAP 2.0) as workplan priority to respond to the changes in state targets and developments in technology, and set the environmental framework for the City for the next decade; and WHEREAS, the Committee on Energy and the Environment (Committee) met regularly since January 2020, with a slight pause from March-July 2020, to discuss, deliberate, and develop the CAP 2.0; and WHEREAS, the CAP 2.0 establishes a GHG emission reduction target pathway with the following targets: reduce emissions to 4.11 metric tons of carbon dioxide equivalent per capita by 2030 (which reduces emissions by more than the 40-percent below 1990 levels called for in SB 32) and carbon neutrality per capita by 2045 (which aligns with EO B-55-18); and WHEREAS, the CAP 2.0 contains continuation of existing GHG mitigating City actions and set of 16 new primary actions and 9 new secondary actions grouped into six sectors listed below to reduce emissions: 1.
