<br /> WHEREAS, on April 29, 2015, the governor issued EO B-30-15, which established
<br /> Statewide GHG emission reduction targets of 40 percent below 1990 levels by 2030 and 80
<br /> percent below 1990 levels by 2050. The 2030 GHG emissions reduction target contained in EO
<br /> B-30-15 was later codified by SB 32; and
<br /> WHEREAS, On September 8, 2016, the governor signed SB 32 into law, extending AB 32
<br /> by requiring the Statewide reduction of GHG emissions to 40 percent below 1990 levels by 2030
<br /> (the other provisions of AB 32 remain unchanged). On December 14, 2017, CARB adopted the
<br /> 2017 California Climate Change Scoping Plan, which provides a framework for achieving the 2030
<br /> target. The 2017 Scoping Plan relies on the continuation and expansion of existing policies and
<br /> regulations, such as the Cap-and-Trade Program, as well as implementation of recently adopted
<br /> programs and policies, such as SB 350 and SB 1383. The 2017 Scoping Plan also puts an
<br /> increased emphasis on innovation, adoption of existing technology, and strategic investment to
<br /> support its strategies. As with the 2013 Scoping Plan update, the 2017 Scoping Plan does not
<br /> provide project-level thresholds for land use development. Instead, it recommends that local
<br /> governments adopt policies and locally appropriate quantitative thresholds consistent with
<br /> Statewide per capita goals of six metric tons (MT) of carbon dioxide equivalent (CO2e) by 2030
<br /> and two MT of CO2e by 2050. As stated in the 2017 Scoping Plan, these goals may be appropriate
<br /> for plan-level analyses (city, county, subregional, or regional level), but not for specific individual
<br /> projects because they include all emissions sectors in the State; and
<br /> WHEREAS, in September 2018, the Governor of the State of California issued Executive
<br /> Order B-55-18, establishing a Statewide goal to achieve carbon neutrality as soon as possible,
<br /> and no later than 2045, and achieve and maintain net negative emissions thereafter; and
<br /> WHEREAS, Pleasanton is located in the Bay Area Air Quality Management District
<br /> (BAAQMD) jurisdiction where BAAQMD recommends that local jurisdictions prepare and adopt
<br /> their own local Climate Action Plan and CEQA GHG Thresholds in conformance with the
<br /> BAAQMD GHG Thresholds adopted in April 2022. The proposed Pleasanton GHG Thresholds
<br /> are in conformance with the new BAAQMD GHG thresholds; and
<br /> WHEREAS, in 2012, the City of Pleasanton adopted the 2020 Climate Action Plan, and
<br /> subsequently, on February 15, 2022, the City Council voted to approve the Climate Action Plan
<br /> (CAP) 2.0 that established a GHG emission reduction target pathway to reduce emissions to 4.11
<br /> metric tons of carbon dioxide equivalent per capita by 2030 (which reduces emission by more that
<br /> 20 percent below 1990 levels called for in SB 32) and carbon neutrality per capita by 2045 (which
<br /> aligns with EOB-55-18); and
<br /> WHEREAS, on February 21, 2023, the City Council held a duly noticed public hearing and
<br /> considered relevant exhibits, reports, and recommendations on the GHG thresholds.
<br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON,
<br /> CALIFORNIA DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
<br /> SECTION 1. The City Council hereby adopts the quantitative CEQA Greenhouse Gas
<br /> (GHG) Emissions Thresholds included in the CEQA GHG Emissions Thresholds and Guidance
<br /> Report attached hereto as Exhibit A to the resolution.
<br /> SECTION 2. The City Council finds that the adoption of the Greenhouse Gas (GHG)
<br /> Emissions Thresholds and Guidance Document involves no physical change to the environment
<br /> and is exempt from the California Environmental Quality Act (CEQA),pursuant to, without
