RESOLUTION NO. 23-1365 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON ADOPTING <br /> THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GREENHOUSE GAS <br /> (GHG) EMISSIONS SIGNIFICANCE THRESHOLDS AND MAKING FINDINGS OF <br /> CEQA EXEMPTION <br /> WHEREAS, in 2006, the State of California adopted the Global Warming Act of 2006 <br /> (Assembly Bill 32), which created a Statewide greenhouse gas emissions requirement and goal <br /> to reduce emissions to 1990 levels by 2020; and in 2016, California Senate Bill 32 established a <br /> new greenhouse gas reduction target of 40 percent below 1990 levels by 2030; and, <br /> WHEREAS, in August 2008, SB 375 enhanced the State's ability to reach AB 32 goals by <br /> directing California Air Resources Board (CARB) to develop regional Greenhouse Gas (GHG) <br /> emission reduction targets to be achieved from passenger vehicles by 2020 and 2035. SB 375 <br /> aligns regional transportation planning efforts, regional GHG reduction targets, and affordable <br /> housing allocations. Metropolitan Planning Organizations (MPOs) are required to adopt a <br /> Sustainable Communities Strategy (SCS), which allocates land uses in the MPO's Regional <br /> Transportation Plan (RTP). Qualified projects consistent with an approved SCS or Alternative <br /> Planning Strategy categorized as "transit priority projects" would receive incentives to streamline <br /> CEQA processing; and <br /> WHEREAS, in 2008, CARB approved the original California Climate Change Scoping <br /> Plan, which included measures to address GHG emission reduction strategies related to energy <br /> efficiency, water use, and recycling and solid waste, among other measures, which have been <br /> adopted and implemented since approval of the Scoping Plan; and <br /> WHEREAS, in 2013, CARB approved the first update to the California Climate Change <br /> Scoping Plan that defined CARB climate change priorities for the next five years and set the <br /> groundwork to reach post-2020 Statewide GHG emissions reduction goals. The 2013 Scoping <br /> Plan Update highlighted California's progress toward meeting the "near-term" 2020 GHG <br /> emission reduction goals defined in the original Scoping Plan and also evaluated how to align the <br /> State's longer-term GHG reduction strategies with other State policy priorities, including those for <br /> water, waste, natural resources, clean energy, transportation, and land use; and <br /> WHEREAS, on March 22, 2018, CARB adopted updated regional targets for reducing <br /> GHG emissions from 2005 levels by 2020 and 2035. The Association of Bay Area Governments <br /> (ABAG) was assigned targets of a 7 percent reduction in GHGs from transportation sources by <br /> 2020 and a 15 percent reduction in GHGs from transportation sources by 2035. ABAG adopted <br /> the 2050 RTP (Plan Bay Area 2050) in October 2021, which includes the region's SCS and meets <br /> the requirements of SB 375; and <br /> WHEREAS, in September 2018, Governor Brown signed SB 100, requiring that the <br /> State's load serving entities (including energy utilities and community choice energy programs) <br /> must procure energy generated 100 percent from Renewables Portfolio Standard for eligible <br /> renewable resources by 2045; and <br /> WHEREAS, on June 1, 2005, the governor issued EO S-03-05, which established a <br /> Statewide goal of reducing GHG emissions to 1990 levels by 2020 and created the Climate Action <br /> Team.
