The BAAQMD maintains that these <br />thresholds are intended to maintain ambient air quality concentrations of these criteria air pollutants below <br />state and federal standards and to prevent a cumulatively considerable contribution to regional <br />nonattainment with ambient air quality standards. The TAC thresholds (cancer and noncancer risks) and <br />local CO thresholds address the third significance criterion, and the BAAQMD odors threshold addresses <br />the fourth significance criterion. <br />Impact Discussion <br />a) Would the project conflict with or obstruct implementation of the applicable air quality plan? <br />An area is designated as “in attainment” when it is in compliance with the federal and/or State <br />standards. These standards are set by the U.S. Environmental Protection Agency or California Air <br />Resources Board (CARB) for the maximum level of a given air pollutant that can exist in the outdoor air <br />without unacceptable effects on human health or public welfare with a margin of safety.
