Impacts would continue to be less than significant, <br />and no mitigation is necessary, consistent with the Prior EIR. There are no proposed changes, new <br />circumstances, or new information that would cause new or more severe impacts. <br />Natural Gas and Electricity <br />The Prior EIR did not evaluate whether the Housing Element would require or result in the relocation <br />or construction of new natural gas, electricity, and telecommunications facilities, the construction or <br />relocation of which could cause significant environmental effects. This Appendix G Checklist question <br />and the City’s thresholds of significance have been updated since the time the Prior EIR was certified <br />to include evaluation of natural gas, electricity, and telecommunications facilities. <br />The proposed project would not include natural gas connection or facilities. The building would be <br />required to be all electric per the City’s local building codes.110 Electricity infrastructure would be <br />provided by PG&E. The City adopted the EBCE Community Choice Aggregation Program in 2021, <br />meaning EBCE would be the proposed project’s electricity provider. There are existing underground <br />electrical lines on the northern boundary of the project site which would be removed and replaced <br />in the same locations by the proposed project, resulting in no functional change to the electrical <br />infrastructure. Therefore, impacts would be less than significant. <br />Therefore, there are no utility effects that are peculiar to the proposed project or the parcels on <br />which the proposed project would be located. Impacts would be less than significant and the <br />proposed project would not result in a new or more severe adverse impact that was not previously <br />identified in the Prior EIR. <br />b) Water Supply <br />Prior EIR Conclusions <br />As discussed above, the Prior EIR assesses whether the Zone 7 Water Agency would have adequate <br />water supplies for the City at buildout. Zone 7 estimated future water demand for Zone 7’s service <br />area, considering future developments within each district, including Pleasanton’s General Plan. The <br />Prior EIR determined that Zone 7 would meet the City’s Housing Element buildout demand (675.6 <br />acre-feet per year), that the existing water supply would provide sufficient water supply capacity, <br />and that Zone 7 would provide verification of adequate water supplies for subsequent projects, as <br />stated under MM 4.L-2. The Prior EIR concluded that implementation of General Plan policies and <br />actions would further reduce water consumption within the City by promoting water conservation <br />methods. Therefore, as indicated in the Prior EIR, the City would have adequate water supply, <br />including existing and additional supply, to meet planned future development demands associated <br />with the Housing Element. <br /> <br />110 East Bay Community Energy (EBCE). 2022.
