Impacts would continue to be less than <br />significant with inclusion of MM 4.L-2, consistent with the Prior EIR. There are no proposed changes, <br />new circumstances, or new information that would cause new or more severe impacts. <br />Wastewater Facilities <br />The proposed number of units, and therefore, the increase in demand for wastewater collection and <br />treatment, has been accounted for as part of planned development under the Prior EIR. The project <br />site is located within the DSRSD service area.108 Wastewater from the proposed project would be <br />collected via new 6-inch sewer lines throughout the project site that would connect to an existing <br />City-owned sanitary sewer main along the project site’s northern boundary. <br />A Technical Memorandum addressing the proposed project’s sewer capacity was prepared by <br />Woodard & Curran, dated December 20, 2022. The memorandum concluded that the proposed 6- <br />inch sewer lines would be adequate in size to carry the peak flow rate for the proposed residential <br />units, and would connect to an 8-inch sewer line in Drive Aisle A. Furthermore, the hydraulic profiles <br />downstream of the proposed project (to the DSRSD WWRP) are modeled, both for peak dry-weather <br />condition and for design. The City conveys all flows to DSRSD’s Regional Wastewater Treatment <br />Facility in the City, which has an average dry-weather wastewater flow capacity of 17 mgd of <br />wastewater,109 with plans to expand to 20.7 mgd after 2015 according to the Prior EIR. The City is <br />currently allocated 8.5 mgd of the DSRSD’s average dry-weather wastewater flow capacity, <br />expanding to a 10.3 mgd allocation when the DSRSD expands to 20.7 mgd total capacity. <br />In addition, the Prior EIR states that the City approved Measure U in 1998, which allows the City to <br />expand its capacity in the discharge system which is managed by the Livermore-Amador Valley <br />Water Management Agency. Once completed, the expansion would allow the City to acquire an <br />additional 6.9 mgd to its allocated capacity, totaling 14.4 mgd of total wastewater wet-weather <br />discharge capacity. <br />The proposed project would increase wastewater generation compared to existing conditions. As <br />discussed in the Prior EIR, the buildout of the Housing Element, including the proposed project, <br />would be fully supported by the City’s 8.5 mgd average dry-weather wastewater flow capacity and <br />the City’s planned 14.4 mgd total wastewater wet-weather discharge capacity. Because the proposed <br />project would develop as intended in the Housing Element, impacts would continue to be less than <br />significant, and no mitigation is necessary, consistent with the Prior EIR. There are no proposed <br />changes, new circumstances, or new information that would cause new or more severe impacts. <br />Stormwater <br />New storm drain lines would be located throughout the site that would convey runoff to multiple <br />bioretention systems on the fringes of the project site. The bioretention basins would connect to an <br />existing stormwater drainage line contained within Stoneridge Mall Road.
