Impacts would continue to be less than significant, and no mitigation is <br />necessary, consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no transportation plan effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />b) Consistency with CEQA Section 15064.3 <br />Prior EIR Conclusions <br />This checklist question did not exist when the Prior EIR was prepared. The Prior EIR did not address <br />consistency with CEQA Guidelines Sections 15064.3. However, the Prior EIR did address VMT and <br />determined that implementation of the Housing Element would have a beneficial impact by <br />improving the jobs to housing balance and supporting mixed-use infill housing near local-serving <br />commercial areas. <br />Analysis of Proposed Project <br />Section 15064.3 of the CEQA Guidelines provides specific considerations for evaluating a project’s <br />transportation impacts. Screening thresholds can be used to identify when a proposed project is <br />anticipated to result in a less than significant impact without conducting a more detailed analysis. <br />The three types of screening thresholds include Transit Priority Area (TPA), Low VMT Area, and <br />Project Type, as discussed below. A project need only to meet one of the screening thresholds to <br />result in a less than significant impact. <br />TPA Screening <br />Projects located within a TPA (i.e., within 0.5 mile of an existing major transit stop or an existing stop <br />along a high-quality transit corridor) may be presumed to have a less than significant impact absent <br />substantial evidence to the contrary. Projects that are located within 0.5 mile of an existing major <br />transit stop or along a high-quality transit corridor meet the TPA screening threshold. <br />Low VMT Area <br />Residential and office projects that are located in areas with low VMT and that incorporate similar <br />features (density, mix of uses, and transit accessibility) would tend to exhibit similarly low VMT. A <br />project meets this screening threshold if the project site is located within a low VMT-generating <br />zone. <br />Project Type Screening <br />Retail and service development projects typically redistribute shopping and service trips rather than <br />creating new trips. By adding retail opportunities and thereby improving retail and service <br />destination proximity, these types of projects tend to shorten trips and reduce VMT. Thus, projects <br />that serve the local community almost exclusively would meet the intent of the Project Type <br />screening criteria.
