The Pleasanton Public Library served 43,523 <br />library cardholders in 2019, while further offering services to the City and surrounding communities, <br />totaling a population of 83,007.98 In 2018, the City received 10,396 new cardholder registrations, <br />increasing public library demand by 23.9 percent.99 Assuming that all new residents of the proposed <br />project would register as cardholders, the library would experience an increase in demand of 2.2 <br />percent from 2019.100 This increase would be minimal in comparison to the 23.8 percent increase <br />experienced from 2018 to 2019, and could likely be accommodated by the Pleasanton Public Library. <br />Therefore, impacts would be less than significant, and no mitigation is necessary. There are no <br />proposed changes, new circumstances, or new information that would cause new or more severe <br />impacts. <br />Therefore, there are no library service effects that are peculiar to the proposed project or the parcels <br />on which the proposed project would be located. Impacts would be less than significant and the <br />proposed project would not result in a new or more severe adverse impact that was not previously <br />identified in the Prior EIR. <br />Mitigation Measures <br />None required. <br />Conclusion <br />The conclusions from the Prior EIR regarding public services remain unchanged. <br />The proposed project is consistent with the development evaluated in the certified Prior EIR and <br />would not result in any new impacts or increase the severity of any previously identified impacts as <br />compared to what was already identified and disclosed, either individually or cumulatively. <br />Further environmental analysis is not required because: <br />• No peculiar impacts have been identified as a result of the proposed project or its site. <br />Application of uniformly applied General Plan policies and standards along with <br />regulations of the City of Pleasanton and incorporation of identified project design <br />features will ensure impacts are below the level of significance. <br />• There are no potentially significant impacts that were not analyzed as significant in the <br />Prior EIR. <br /> <br />98 City of Pleasanton. 2019.
