Analysis of Proposed Project The project site is served by the Pleasanton Public Library at 400 Old Bernal Avenue, located approximately 3.67 miles southeast of the project site. The Pleasanton Public Library served 43,523 library cardholders in 2019, while further offering services to the City and surrounding communities, totaling a population of 83,007.98 In 2018, the City received 10,396 new cardholder registrations, increasing public library demand by 23.9 percent.99 Assuming that all new residents of the proposed project would register as cardholders, the library would experience an increase in demand of 2.2 percent from 2019.100 This increase would be minimal in comparison to the 23.8 percent increase experienced from 2018 to 2019, and could likely be accommodated by the Pleasanton Public Library. Therefore, impacts would be less than significant, and no mitigation is necessary. There are no proposed changes, new circumstances, or new information that would cause new or more severe impacts. Therefore, there are no library service effects that are peculiar to the proposed project or the parcels on which the proposed project would be located. Impacts would be less than significant and the proposed project would not result in a new or more severe adverse impact that was not previously identified in the Prior EIR. Mitigation Measures None required. Conclusion The conclusions from the Prior EIR regarding public services remain unchanged. The proposed project is consistent with the development evaluated in the certified Prior EIR and would not result in any new impacts or increase the severity of any previously identified impacts as compared to what was already identified and disclosed, either individually or cumulatively. Further environmental analysis is not required because: • No peculiar impacts have been identified as a result of the proposed project or its site. Application of uniformly applied General Plan policies and standards along with regulations of the City of Pleasanton and incorporation of identified project design features will ensure impacts are below the level of significance. • There are no potentially significant impacts that were not analyzed as significant in the Prior EIR. 98 City of Pleasanton. 2019.
