The Prior EIR found that, while <br />buildout of the Housing Element would bring the ratio of park area below the target of 5 acres per <br />1,000 people, the City was planning to develop approximately 131 acres of new parks by 2025 in <br />addition to the existing 342 acres of park facilities. It was determined that, with the addition of 131 <br />acres of park amenities (totaling 473 park acres in the City), the City would be able to offer 5.9 acres <br />of neighborhood and community parks per capita and would be consistent with their goal. <br />Therefore, the Prior EIR found that impacts in relation to parks and recreational facilities would be <br />less than significant. <br />Analysis of Proposed Project <br />The current population of the City, 77,609 as of 2022, is served by over 385 acres of parkland, which <br />is approximately 5 acres per 1,000 residents.95 The proposed project would result in increased <br />demand for parks and recreational facilities as a result of increased population. As noted in Section <br />XIV, Population and Housing, of this analysis, the proposed project would generate approximately <br />968 new residents. This would increase the City’s population to 78,577, which would mean <br />approximately 4.9 park acres per 1,000 residents. There are several planned parks that would <br />increase the City’s park acreage ratio. The planned Staples Ranch Park will be 17 acres, the planned <br />Harding Park will be 0.6-acre, the Dog Park, will be 1.5 acres, and the Bernal Community Park Phase <br />2 will be approximately 56 acres, for a total of 85.1 acres. At this point, the City would have 470.1 <br />acres of parkland and the City’s park ratio would be 6.06 park acres per 1,000 residents, which is well <br />above the City’s park ratio goal.96 <br />To ensure that park facilities would be adequate to serve the proposed project, General Plan <br />Program 10.2 and Chapter 3.22 of the Municipal Code require the developer to either provide <br />dedicated public park acreage in areas designed for park use on the General Plan or provide in lieu <br />development fees to support the expansion of recreational facilities to match demand.97 Therefore, <br />impacts would continue to be less than significant, and no mitigation is necessary, consistent with <br />the Prior EIR. There are no proposed changes, new circumstances, or new information that would <br />cause new or more severe impacts. <br />Therefore, there are no park facilities effects that are peculiar to the proposed project or the parcels <br />on which the proposed project would be located.
