The closest parks to the project site are Moller Park, Muirwood Community Park, and Val <br />Vista Community Park. Park facilities are intended for community wide use and offer a variety of <br />amenities. The City has 1,016 acres of open space,24 which also contain trails for recreation use. <br />Findings <br />a) Fire Protection <br />Prior EIR Conclusions <br />According to the Prior EIR, the majority of Pleasanton lies within a 5-minute response radius from <br />one of the LPFD fire stations. In addition, it found that new development would be required to pay <br />an annually adjusted fee for fire safety improvement needs generated by the development through a <br />Public Facilities Fee (now named the Capital Facilities Fee)84 collected by the Building and Safety <br />Division. This fee would be used by the City to minimize impacts on the existing LPFD facilities by <br />funding public facilities, including fire facilities. As such, impacts of new development to fire <br />protection services under the Housing Element would be less than significant. <br />Analysis of Proposed Project <br />The proposed project would increase the resident population in the area. As noted in the <br />Environmental Setting above, Station 2, located at 6300 Stoneridge Mall Road, is the closest fire <br />station to the project site at an 0.28-mile distance from the project site.85 The proposed project <br />would meet the California State Fire Code and City building requirements. It would construct <br />approximately 360 multi-family residential units within a 5 or 6-story building. Given that the <br />average persons per household in Pleasanton was 2.69 in 2022, the proposed project would <br />generate approximately 968 residents.86,87 In 2020, the LPFD served approximately 82,270 people <br />within its Pleasanton service area with an average response time of 6 minutes and 39 seconds, which <br />was under the target 7-minute response time goal.88 Because of the very close distance of the fire <br />station to the project site and the size of the existing service population, the proposed project would <br />not cause the LPFD to travel farther or require additional time to reach it, and thus the proposed <br />project would not increase fire protection travel time. <br />In addition, the project developers would pay a Capital Facilities Fee, as established by the Prior EIR <br />and Chapter 3.22 of the Pleasanton Municipal Code.89 With adherence to General Plan policies and <br /> <br />83 Crose, Michele.
