There are no proposed <br />changes, new circumstances, or new information that would cause new or more severe impacts. <br />Therefore, there are no fire protection service effects that are peculiar to the proposed project or <br />the parcels on which the proposed project would be located. Impacts would be less than significant <br />and the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />b) Police Protection <br />Prior EIR Conclusions <br />The Prior EIR found that new development on the sites proposed for rezoning would increase <br />demands for police services and, as a result, response times could also increase. However, it was <br />found that all new development occurring under the Housing Element would be required to pay for <br />any police safety improvements required of that development in order to maintain service standards <br />and response time goals through a Public Facilities Fee (now named the Capital Facilities Fee). <br />Therefore, the Prior EIR concluded that impacts to police protection associated with the residential <br />development on sites identified by the Housing Element would be less than significant. <br />Analysis of Proposed Project <br />The nearest 24-hour police station to the project site is located at 4833 Bernal Avenue, <br />approximately 3.7 miles to the southeast. The Police Department also operates a Pleasanton BART <br />Joint Police Services Center at 6050 Stoneridge Mall Road, approximately 1,900 feet from the project <br />site. In 2019, the Pleasanton Police Department received 65,565 calls for service, with an average <br />emergency response time of 3 minutes and 51 seconds.90 Given that the proposed project would <br />generate approximately 968 new residents to the City, it is not expected that such population growth <br />would create a significant increase in the Police Department’s received calls for service beyond what <br />was analyzed in the Prior EIR. The proposed project would also adhere to the General Plan Public <br />Safety Element’s Program 26.2, which would require the applicant to pay for police safety facility <br />improvements through payment of the Capital Facilities Fee. Payment of this required fee would <br />effectively address the proposed project’s pro rata share of any increase in demand for services. <br />Therefore, impacts would continue to be less than significant, and no mitigation is necessary, <br />consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no police protection service effects that are peculiar to the proposed project or <br />the parcels on which the proposed project would be located.
