City of Pleasanton—Stoneridge Mall Residential Project <br />CEQA Checklist Section 15183 Checklist/15164 Addendum <br /> <br /> <br />154 FirstCarbon Solutions <br />Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480017/Consistency Checklist/21480017 Stoneridge Mall Residential Project Checklist <br />Addendum_Updated.docx <br />Prior EIR Conclusions <br />Given the intent of the Housing Element is to provide guidance on future housing development in <br />the Planning Area, which includes conversion of nonresidential to high-density residential land uses, <br />the Prior EIR concluded that buildout of the Housing Element would result in minimal displacement <br />of existing housing which would require the replacement of housing elsewhere. Sites with existing <br />residential development were identified by the Prior EIR. However, Site 3, which includes the project <br />site, was not found to contain existing residences. In addition, sites with existing residences were <br />found to have a small residential presence, such that the demolition of said residential units would <br />not result in significant impacts related to displacement. Therefore, with minimal potential <br />displacement as well as the policies of the Housing Element that discourage displacement and/or <br />replacement strategies for any displaced residents, impacts related to displacement of existing <br />housing was considered by the Prior EIR to be less than significant. <br />Analysis of Proposed Project <br />The proposed project would be constructed on an asphalt parking lot. Therefore, no displacement of <br />residential units would occur. There would continue to be no impact, and no mitigation is necessary, <br />consistent with the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. The proposed project would not result in a <br />new or more severe adverse impact that was not previously identified in the Prior EIR. <br />Mitigation Measures <br />None required. <br />Conclusion <br />The proposed project would not introduce any population or housing impacts beyond those <br />considered in the Prior EIR. <br />The proposed project is consistent with the development evaluated in the certified Prior EIR and <br />would not result in any new impacts or increase the severity of any previously identified impacts as <br />compared to what was already identified and disclosed, either individually or cumulatively. <br />Further environmental analysis is not required because: <br />• No peculiar impacts have been identified as a result of the proposed project or its site. <br />Application of uniformly applied General Plan policies and standards along with <br />regulations of the City of Pleasanton and incorporation of identified project design <br />features will ensure impacts are below the level of significance. <br />• There are no potentially significant impacts that were not analyzed as significant in the <br />Prior EIR.
