The project site has a General Plan designation of Planned Unit Development (PUD)–Mixed- <br />Use.68 The project is similarly zoned as PUD – Mixed-Use under the Pleasanton Zoning Ordinance.69 <br />Findings <br />a) Division of an Established Community <br />Prior EIR Conclusions <br />The Prior EIR found that buildout under the Housing Element would include sites that are already <br />zoned for residential use and other sites that have the potential for rezoning to residential. Potential <br />sites for rezoning in the Housing Element were chosen through various criteria, including a potential <br />site’s location within existing neighborhoods, its compatibility with surrounding residential <br />development, and its consistency with General Plan themes, such as preserving and enhancing <br />Pleasanton’s character and quality of life.
