Development <br />of the proposed project would require approval of grading and stormwater plans that would ensure <br />sufficient water quality protection measures are implemented. In addition, the proposed project <br />would reduce impervious surfaces on the project site, which would aid in the reduction of runoff and <br />pollutants originating from the project site and increasing groundwater infiltration, satisfying and <br />aiding multiple goals and standards from the previously discussed plans. Therefore, impacts would <br />continue to be less than significant, and no mitigation is necessary, consistent with the Prior EIR. <br />There are no proposed changes, new circumstances, or new information that would cause new or <br />more severe impacts. <br />Therefore, there are no environmental effects that are peculiar to the proposed project or the <br />parcels on which the proposed project would be located. Impacts would be less than significant and <br />the proposed project would not result in a new or more severe adverse impact that was not <br />previously identified in the Prior EIR. <br />Mitigation Measures <br />Prior EIR Mitigation Measures <br />MM 4.L-2 Prior to the recordation of a Final Map, the issuance of a grading permit, the <br />issuance of a building permit, or utility extension approval to the site, whichever is <br />sooner, the applicant shall submit written verification from Zone 7 Water Agency or <br />the City of Pleasanton’s Utility Planning Division that water is available for the <br />project. To receive the verification, the applicant may need to offset the project’s <br />water demand. This approval does not guarantee the availability of sufficient water <br />capacity to serve the project. <br />Conclusion <br />The proposed project would not result in any impacts relating to hydrology and water quality beyond <br />those considered in the Prior EIR. There are no proposed changes, new circumstances, or new <br />information that would cause new or more severe impacts. <br />The proposed project is consistent with the development evaluated in the certified Prior EIR and <br />would not result in any new impacts or increase the severity of any previously identified impacts as <br />compared to what was already identified and disclosed, either individually or cumulatively. <br />Further environmental analysis is not required because: <br />• No peculiar impacts have been identified as a result of the proposed project or its site. <br />Application of uniformly applied General Plan policies and standards along with <br />regulations of the City of Pleasanton and incorporation of identified project design <br />features will ensure impacts are below the level of significance.
